›Newark in-house counsel: license, notice, and the retained clock

In house legal recruiters Newark buyers hire for a general counsel or counsel seat on a retained brief. Of 400+ placements since 2017 (230+ in-house), 52 were GC or CLO searches: shortlist in 24 days, median accepted offer in 11 weeks. The nearest book, New York, closed 24 in-house searches in three years, with a 28 percent counter-offer rate and 16 days from offer to acceptance. A NASDAQ-listed medtech in Boston took four names on day 24 and an accepted offer in week 11. BLS counted 90,980 lawyers in the New York-Newark-Jersey City area in May 2023, mean wage $213,420.

01 — The brief answer

A headquarters seat, not a Manhattan annex.

Companies that call general counsel recruiters Newark are briefing a seat inside the New York-Newark-Jersey City labor market that does not pay a Midtown lockstep. The employer is usually an insurer, a regulated utility, a health plan, a technology headquarters, or a public institution. Sartori & Partners was founded in 2017. Of 400+ placements (230+ in-house) since then, 52 were General Counsel or Chief Legal Officer searches: a shortlist in 24 days and a median accepted offer in 11 weeks, range 8 to 16. Offer acceptance on corporate mandates is 96 percent. Placed in-house leaders remain in seat at 97 percent after 12 months and 91 percent after 24 months.

Newark has no separate interview cohort. The nearest closed-search book is New York. That city has one interview cohort: 1,675 structured interviews. Counter-offers on the in-house line hit 28 percent of accepted shortlist candidates. Once bonus and equity language were in writing, the median from offer to acceptance was 16 working days.

The same New York line closed 24 in-house searches over three years, at a 93 percent completion rate. Of those 24 files, 11 were GC or CLO, 6 were deputy or associate general counsel, and 7 were specialist seats beside a sitting officer. Separately, the New York map covers roughly 67,000 lawyers. Coverage is not the interview count, and it is not a Newark headcount. The published market map is 1,480,000+ lawyers.

The officer product is a general counsel search. This page is the Newark bench around that seat, inside in-house counsel recruiting. The city note is the Newark legal market. The adjacent fee market is in-house counsel recruiting in New York. A NASDAQ-listed medtech in Boston took four names on day 24 and an accepted offer in week 11; the 12-month retention check held.

02 — The local market

Who employs counsel in Newark, and which desk they actually fill.

NJBIZ, on 11 February 2026, ranked Newark businesses by New Jersey employees. United Airlines was first, with 14,000 people in New Jersey, from the operation at Newark Liberty. Public Service Enterprise Group was second, with 13,000 New Jersey employees. University Hospital was third, with 4,000. The County of Essex was fourth, with 3,620. New Jersey Institute of Technology was fifth, with 2,677. Those counts are payroll, not the size of a legal department. United's figure is New Jersey employment at the airport hub. It does not, by itself, place the airline's general counsel in Newark.

Headquarters are a different list. ROI-NJ, on 13 February 2026, reporting the Forbes large-employer ranking, placed four headquarters in Newark: PSEG, Horizon Blue Cross Blue Shield of New Jersey, Prudential Financial, and Panasonic. Audible's careers site states that its global headquarters has been in Newark since 2007. NJ Transit's own about page places the corporation's headquarters in Newark. Prudential's definitive proxy, filed 26 March 2026, says the General Counsel sits on key management committees and that the function operates independently of the businesses. The same filing gives a Newark address for correspondence with the board.

The desks follow the businesses. An insurance and retirement platform hires product counsel, ERISA and investments counsel, and a deputy who can sit with the board while the general counsel stays. A utility hires regulatory counsel who can live with state utility proceedings and federal energy filings, and who knows which hearings require a plenary New Jersey license. A health plan hires regulatory counsel and provider-contract counsel. A technology headquarters hires commercial, privacy, and intellectual-property counsel. A public hospital, a county, a university, and a transit authority hire counsel who are expected to appear. Rule 1:27-2 does not allow that appearance.

The candidate usually crosses the river or leaves a New Jersey firm. Insurance, funds, energy, and commercial groups in New York firms price the exit. Litigation and regulatory groups at New Jersey firms already appear in Essex and in Trenton. The hire that stalls is a Manhattan associate priced as if the Newark seat were still a law-firm job. The cash comparison is in the compensation section. The license comparison is in the notice section.

NEWARK × IN-HOUSE COUNSEL 3 ENGAGEMENTS · ANONYMISED

Deputy general counsel for a listed insurer

A NYSE-listed insurer headquartered in Newark. The general counsel stayed. The seat was product and regulatory coverage, with board materials, and no Superior Court docket.

Mandate
Deputy general counsel, reporting to the sitting GC, to own product filings and the coordination of outside counsel.
Complication
The counsel who was hired was admitted in New York and not in New Jersey. The desk did New Jersey-related work, so a Rule 1:27-2 limited license had to be filed with the offer. The license does not permit an appearance as attorney of record.
Outcome
Shortlist on day 21. Accepted offer in week 10, the same clock as the deputy book of 47 placements. The limited-license papers went out with the offer.

First commercial counsel at a technology headquarters

A technology company whose global headquarters is in Newark. One lawyer already covered privacy. The new seat was customer contracts and vendor paper.

Mandate
Commercial counsel, roughly six to ten years out, to own revenue contracts without a court practice.
Complication
Two finalists were New York firm associates whose year-1 cash sat on the published matching-firm scale. The company's first draft matched an ACC attorney median and lost both. A written bonus target, not a higher title, brought one back.
Outcome
Shortlist on day 18. Accepted offer in week 8, the senior-counsel clock (18 days and 8 weeks, n=87). Start date followed the candidate's contractual notice, which was not a New Jersey statute.

Regulatory counsel for an investor-owned utility

An investor-owned utility with its headquarters in Newark. The general counsel remained. The gap was state utility practice plus federal filings.

Mandate
Regulatory counsel who had already carried a utility docket, able to instruct outside counsel on hearings the employed lawyer could not enter.
Complication
One finalist held only a Rule 1:27-2 license and could not appear. The seat was rewritten so appearances stayed with admitted outside counsel, and the employed lawyer owned the record, the witnesses, and the board note.
Outcome
Shortlist on day 22. Accepted offer in week 12. Week 12 sits inside the GC range of 8 to 16 weeks. The GC median on 52 searches remains 11 weeks.

The limited-license papers went with the offer. Counsel started on the regulatory desk and did not appear in a New Jersey court.

04 — Mandates we run

Five briefs, and the clock that belongs to each.

Officer. A first general counsel, or a successor while the sitting general counsel is still in the chair. The published clock, n=52 since 2017, is a shortlist in 24 days and a median accepted offer in 11 weeks, range 8 to 16. The worked public file is the NASDAQ-listed medtech in Boston: four names on day 24, accepted offer in week 11, 12-month check held. That search is briefed as a general counsel search.

Deputy and associate general counsel. A separate book of 47 placements: shortlist in 21 days, accepted offer in 10 weeks. The Newark insurer file above closed on that clock. Inside the New York three-year book, 6 of 24 files were this seat. Pay for the seat is on the deputy general counsel salary page, which uses the same New York in-house constants.

Regulatory counsel at a utility or a health plan. The question on day one is whether the lawyer must be counsel of record. If yes, Rule 1:27-2 is the wrong product and the search is for a plenary New Jersey admission, including the motion path when the candidate has five of the last seven years. If no, the limited license is enough and the outside counsel panel keeps the hearing.

Commercial counsel at a headquarters that is not a law firm. Customer paper, vendors, and a privacy lawyer already in seat. The senior-counsel clock is 18 days to shortlist and 8 weeks to an accepted offer, n=87. The failure mode is a title that says counsel and a year-1 cash number taken from the ACC attorney median.

Public-institution counsel at the hospital, the county, the university, or the transit authority. Appearance is often the job. The limited license's bar on attorney-of-record work is then a reason to decline a candidate, not a filing to cure after the start date. Pay on these seats is not the large-cap proxy median.

Counter-offers on the New York book landed at 28 percent. They usually move base and leave bonus target, equity, and scope alone. The offer letter should already contain those three before the candidate's current employer hears a number.

05 — Compensation

Three published cash sources, and the one number that is not a Newark base.

The Bureau of Labor Statistics' May 2023 Occupational Employment and Wage Statistics table for the New York-Newark-Jersey City, NY-NJ-PA area counts 90,980 lawyers. The median hourly wage is $89.32. The mean hourly wage is $102.61. The annual mean wage is $213,420. That cell is every lawyer the survey reached in the metropolitan area, partners and employed counsel together. It is the local wage context. It is not a general counsel package.

A later release, dated 5 June 2026, covers May 2025 and a wider legal group, not lawyers alone. In the New York-Newark-Jersey City, NY-NJ area, legal occupations had a mean hourly wage of $87.83, against $67.07 for legal occupations in the United States. Legal work was 1.4 percent of employment in the area and 0.8 percent nationally. Do not average $87.83 with the May 2023 lawyer median of $89.32. They are different occupations and different survey months.

The Association of Corporate Counsel's 2025 Law Department Compensation Survey, 1,632 respondents, data effective 1 March 2025, is the national in-house cash table. Median base and median total cash are $330,000 and $410,000 for general counsel and chief legal officer, $245,000 and $294,000 for associate general counsel, $201,000 and $228,000 for senior attorney, and $148,000 and $160,000 for attorney. A Newark headquarters does not automatically add a Manhattan finance premium on top of those medians. It also does not get to ignore them when the candidate is leaving a department that already pays them.

Programme bands for 2026, used on every corporate search and not a Newark survey: a large-cap listed general counsel base of $650,000 to $1.1 million; a mid-cap listed base of $450,000 to $650,000 with a bonus of 60 to 100 percent; a private-equity portfolio general counsel base of $280,000 to $420,000 with a bonus of 25 to 50 percent; a deputy general counsel or head of legal at $220,000 to $380,000. Named-executive-officer total pay is a different instrument. The median is $4.76 million for 236 sitting general counsel who are named executive officers at the largest U.S.-listed companies in the 2026 proxy season. That figure is total compensation. It is not a base, and it is not the cash to put in a Newark offer letter. The dataset is general counsel pay. The stage table is general counsel salary in 2026. The deputy row is deputy general counsel salary in 2026.

When the candidate is still at a matching firm, the comparison is the published 2026 associate scale: $235,000 at the first year and $455,000 at the senior end before bonus, as tracked in Above the Law's 2026 compensation scorecard. Year-1 total cash that ignores that scale is why commercial searches in this corridor die before equity is discussed. The fee on a retained search is 25 to 30 percent of the hire's total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the client cancels. The replacement term is 12 months on a retained GC, CLO, or CCO search, and 6 months on other in-house searches.

06 — Notice and the license

Three clocks. Only one of them is the search.

Resignation notice is contractual. New Jersey does not impose a statutory notice period on a single private-sector resignation. The start date is whatever the candidate's current agreement requires, read before anyone promises a first day. A firm associate and a sitting deputy do not owe the same number of days. The contract sets that number.

The 90-day statute is a mass event. Amendments to the Millville Dallas Airmotive Plant Job Loss Notification Act took effect on 10 April 2023. New Jersey's labor department tells covered employers to give written notice before a mass layoff, a termination of operations, or a transfer of operations. The April 2023 notification form states severance equal to one week of pay for each full year of employment, and an additional four weeks if the employer gives fewer than 90 days' notice. That statute matters when a department is being reduced, or when a candidate is leaving an employer in the middle of a covered event. It is not the notice a general counsel gives in order to join a Newark headquarters.

The license is Rule 1:27-2. The New Jersey Courts' 2026 registration page says in-house counsel working in New Jersey, or performing New Jersey-related legal work from another U.S. jurisdiction, must obtain a limited license if they are not members of the New Jersey bar. A general counsel who sits in Manhattan and advises the Newark entity on New Jersey matters is inside that sentence. The Board of Bar Examiners' change-of-employment certification states the holder will practice exclusively for that organization, and that the holder may not appear as attorney of record, may not file pleadings, and may not appear in any New Jersey court without a plenary license or a pro hac vice admission under Rule 1:21-2.

The 2026 in-house registration form sets the assessment at $267 if payment arrives by 20 March 2026. The same form sets 8 May 2026 as the last day before the Court treats the lawyer as ineligible. A lawyer whose employment has ended must file the termination form with the Board of Bar Examiners within 90 days of the termination date. A move from one Newark employer to another needs a new employer certification. The old company's certificate does not travel.

Plenary admission is a different door. Under the Supreme Court order effective 1 September 2019, Rule 1:24-4, admission by motion requires five of the last seven years of lawful practice in the United States, a bar examination already passed in another U.S. jurisdiction, admission in a jurisdiction that would extend reciprocal admission by motion to New Jersey lawyers, a course on New Jersey ethics and professionalism, and the other requirements of Rule 1:24-1. A counsel with fewer than five years of practice cannot use that door. The limited license can. The limited license still cannot cover a docket. A public-institution brief that expects appearances has to say plenary admission in the first conversation, not in week ten.

The search timeline is none of those notice periods. It runs from signed brief to accepted offer. GC and CLO: 24 days to shortlist, 11 weeks median, range 8 to 16, n=52 since 2017. Deputy and Head of Legal: 21 days and 10 weeks, n=47. Senior counsel: 18 days and 8 weeks, n=87. On the New York in-house book, written terms to acceptance took 16 working days at the median, and 93 percent of the 24 searches completed. The candidate's contractual notice, and the Rule 1:27-2 filing or the motion application, start after acceptance. Eleven weeks is the time to an accepted offer, not the first day in the office.

07 — How the search runs

License path and cash envelope are in the brief. Names come after.

The written brief states the reporting line, whether the lawyer must appear in a New Jersey forum, which license path is acceptable, the cash and equity envelope, and any industry wall. Only then is the market mapped: peer counsel already in Newark headquarters, New York firm lawyers whose matter diet matches the desk, and people who have already made the employed move. The map used for this city is the New York in-house book described above, plus the employer set on this page. There is no second Newark cohort to cite.

Outreach is confidential and sequential. Interest, matter diet, reason for a move, current notice, and bar status are confirmed before a name reaches the client. A dossier that omits Rule 1:27-2 or the motion requirements is incomplete. Bonus target and equity vesting are written before the final conversation, because the 16-day acceptance window is measured from written terms, and because counter-offers on that book run at 28 percent.

Close runs through resignation, the registration or admission filing, and a 90-day check on what the lawyer actually owns. We do not recruit from a client's legal department for 24 months after a mandate, and we do not approach a lawyer we placed for as long as that lawyer stays. Retained corporate mandates complete at 92 percent. The fee is retained only.

The research method is published at the research programme. A company that wants the officer seat specified on its own terms starts with general counsel search. A company that wants this Newark bench starts with the conversation below.

09 — Questions

In-house counsel recruiting in Newark — common questions

Who are the best general counsel recruiters in Newark?

No independent ranking of general counsel recruiters in Newark exists. Judge mapped coverage, a written method, and searches actually closed. Of 400+ placements since 2017 (230+ in-house), 52 were GC or CLO searches, with a shortlist in 24 days and a median accepted offer in 11 weeks. The nearest closed-search book is New York: 24 in-house searches in three years.

How long does a Newark in-house counsel search take?

The clock depends on the seat, and it ends at accepted offer, not at the first day in the office. GC and CLO searches since 2017: shortlist in 24 days, median accepted offer in 11 weeks, range 8 to 16, n=52. Deputy and Head of Legal: 21 days and 10 weeks, n=47. Senior counsel: 18 days and 8 weeks, n=87. On the New York in-house book the median from written offer to acceptance is 16 working days. Contractual notice and the Rule 1:27-2 filing sit after acceptance.

What New Jersey license does a New York lawyer need for a Newark in-house seat?

A lawyer who is not a member of the New Jersey bar, and who works in New Jersey or does New Jersey-related legal work from another state, needs a limited license under Rule 1:27-2. The Board of Bar Examiners' certification says that license does not allow an appearance as attorney of record. Admission by motion, under the Supreme Court order effective 1 September 2019, requires five of the last seven years of U.S. practice, a prior bar exam, reciprocity, and a New Jersey ethics course. The 2026 assessment is $267 if paid by 20 March 2026.

What notice period applies when Newark counsel resigns?

New Jersey does not set a statutory notice period for one private-sector resignation. The period in the current contract is the period that sets the start date. The state's 90-day WARN notice, in force for covered events since 10 April 2023, applies to a mass layoff, a termination of operations, or a transfer, with severance of one week of pay per year of service. It is not the notice a single general counsel gives when changing jobs.

How should a Newark employer price a general counsel?

Use three instruments and do not blend them. BLS May 2023 puts the lawyer annual mean in the New York-Newark-Jersey City area at $213,420. ACC's 2025 survey, data effective 1 March 2025, puts the national GC median at $330,000 base and $410,000 total cash. Large-cap named-officer total pay is a third number: median $4.76 million across 236 sitting general counsel in the 2026 proxy season. A large-cap listed base in the programme bands is $650,000 to $1.1 million. Read the salary pages before the letter is drafted.

Do general counsel recruiters Newark companies hire for public institutions as well as insurers?

Yes, when the brief is a lawyer. University Hospital, Essex County, NJIT, and NJ Transit are Newark employers on the public side. A seat that must appear in a New Jersey court cannot be filled on a Rule 1:27-2 limited license alone. Insurance, utility, and technology headquarters seats more often keep court appearances with outside counsel and can use the limited license for the employed desk.
