In-house legal recruiters in Oklahoma City

Retained search for a general counsel or a chief executive hiring in Oklahoma City: an Oklahoma admission or a reciprocal-state motion, notice the statute leaves to the contract, and a cash print that starts from the May 2025 lawyer median of $103,490.

›In house legal recruiters Oklahoma City — the short answer

In house legal recruiters Oklahoma City are retained when a general counsel or a chief executive hires into an Oklahoma City legal department. The May 2025 Oklahoma City MSA lawyer median is $103,490. The Bureau of Labor Statistics release dated 4 August 2026 put legal occupations at 1.0 percent of local employment. The Oklahoma Bar Association counted 19,064 members on 31 December 2025. The New York in-house line used for this city closed 24 searches over three years, median 11 weeks. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11.

01 — The brief answer

General counsel recruiters Oklahoma City boards call are pricing a local table.

General counsel recruiters Oklahoma City boards retain are hiring into a utility, a listed software company, a private oil and gas producer, or a department that remains in the city after the public parent moved its headquarters. The wage geography is the Oklahoma City metropolitan statistical area: Canadian, Cleveland, Grady, Lincoln, Logan, McClain, and Oklahoma counties, on the Bureau of Labor Statistics release last modified 4 August 2026. O*NET's print of the May 2025 lawyer survey puts the median in that metro at $103,490. The Oklahoma Bar Association's membership on 31 December 2025 was 19,064, in the Professional Responsibility Commission's report published in the March 2026 Oklahoma Bar Journal. That 19,064 is the whole association. It is not an Oklahoma County headcount, and it is not a count of lawyers inside company departments.

Oklahoma City is not a separate closed-search book. The program city for an Oklahoma in-house file is New York, and the in-house line on that city is the envelope for a search here. Over the trailing three years that line closed 24 in-house searches, at a 93 percent completion rate, with a median of 11 weeks. Counter-offer incidence on those 24 searches is 28 percent. Median offer to acceptance is 16 working days. None of those figures is an Oklahoma City tally. The research cohort attached to the same New York book is 1,675 structured interviews. Mapping coverage is a separate count, kept in its own sentence: roughly 67,000 lawyers mapped in New York.

The firm book is a different base, and it is the clock an officer search is run against. Sartori & Partners was founded in 2017. The New York hub opened in 2023. Across 52 general counsel and chief legal officer searches since 2017, inside 400+ placements (230+ in-house), the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks, range 8 to 16. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. The New York in-house median of 11 weeks and the firm general-counsel median of 11 weeks are the same number on two bases. They are not added. The parent practice is in-house counsel recruiting. The officer seat is a general counsel search. The city hub is Oklahoma City. The wage cell is worked on the Oklahoma lawyer salary page.

02 — The local market

Who hires counsel in Oklahoma City, and which desk they are filling.

The utility is the issuer whose 2026 proxy still sits in the city. OGE Energy's additional definitive proxy materials, filed 7 May 2026, set a virtual annual meeting for 10 a.m. CDT on 14 May 2026. The company's 2026 proxy materials place the principal offices in Oklahoma City and identify the general counsel as also corporate secretary and chief compliance officer. A counsel seat there is rate cases, fuel and generation contracts, and the compliance program that shares the officer's title. The filing does not print a legal-department headcount, and that officer's pay is not a metro median. An open officer chair is a general counsel search. A producer or midstream brief is an energy general counsel search.

Software does not share a candidate with the utility. Paycom Software's Form 10-K for the fiscal year ended 31 December 2025, cover received 19 February 2026, lists principal executive offices in Oklahoma City and lists the common stock on the New York Stock Exchange under PAYC. Research and development, the filing says, is based in Oklahoma and Texas. That seat is product, privacy, and customer contracts. It is not an Oklahoma Corporation Commission practice, and it is not priced by borrowing the $103,490 median as if it were a general-counsel total.

Oil and gas is the cluster that changed address in 2026. Devon's notice of special meeting, dated Oklahoma City on 30 March 2026, called a stockholder meeting for 4 May 2026. The 28 May 2026 proxy, dated from Houston, states that Devon and Coterra completed the all-stock merger on 7 May 2026 and that, following the merger, Devon is headquartered in Houston with a significant presence in Oklahoma City. Two public legal departments became one headquarters question, with people and contracts still in the city. Continental Resources lists its corporate office in Oklahoma City. It is a private producer, so that page locates the company and does not publish a general counsel total. A commercial counsel on either issuer marks joint-operating agreements, marketing contracts, and Oklahoma Corporation Commission filings. Those are different papers from Paycom's customer contract and from OGE's rate case.

The Oklahoma Corporation Commission's Office of General Counsel, in Oklahoma City, advises the Commission and represents it in court. It staffs six sections: Agency Counsel, Consumer Services, Deliberations, Petroleum Storage Tank/Transportation, Oil and Gas, and Public Utilities. A lawyer who appears for the Commission is not on an advice-only reading of Rule 5.5. The private-practice map is on legal recruitment in Oklahoma City. Dallas and Houston opened as the Texas hub in 2024. The program book for this file is in-house counsel recruiting in New York. Dallas is a different city's tally and is not restated here.

The Bureau of Labor Statistics' May 2025 Oklahoma City release, last modified 4 August 2026, put legal occupations at 1.0 percent of local employment, against 0.8 percent in the United States, and a mean hourly wage of $49.44 for that major group, against $67.07 nationally. The group mixes lawyers with support roles. The lawyer median of $103,490 is the wage cell. Tulsa's median on the same O*NET table is $108,220, $4,730 higher, and Tulsa's 75th is $166,070 against Oklahoma City's $134,110.

03 — Compensation

Use the Oklahoma City lawyer table. Then say which job it measures.

No primary source used here publishes an Oklahoma City-only private table for general counsel, deputy general counsel, or managing counsel. The number a board can check is the lawyer cell in the May 2025 Occupational Employment and Wage Statistics survey, as printed by O*NET from Bureau of Labor Statistics wage data. For Oklahoma City the annual cuts are 10th percentile $59,210, 25th $76,800, median $103,490, 75th $134,110, and 90th $206,260. The Oklahoma statewide median on that table is $103,060, which is $430 under the metro median. The United States median is $159,670, which is $56,180 above the Oklahoma City median. A posting funded at the national median has been moved onto a cell this metro's May 2025 table does not print.

OEWS measures wage-and-salary pay for lawyers in covered establishments. It excludes most self-employed lawyers. It is not equity-partner draw, and it is not a named-executive total. A $103,490 median is the middle of that distribution. It is the wrong number for a large-cap general counsel's total pay, and it is the wrong number for a first offer to a deputy whose current cash already clears the local 90th of $206,260. Sitting general counsel who are named executive officers at 236 of the largest US-listed companies had median total compensation of $4.76 million in the 2026 proxy season, in Sartori & Partners' analysis of SEC proxy filings. The published US bands, which are not an Oklahoma City survey, put a mid-cap listed general counsel at $450,000 to $650,000 base with a 60 to 100 percent bonus, a large-cap listed general counsel at $650,000 to $1.1 million base, and a deputy general counsel or head of legal at $220,000 to $380,000. The $4.76 million is not blended into those bases. The comparison with the state cell, including Tulsa, is on the lawyer salary in Oklahoma page. The national officer page is general counsel salary, 2026, and the proxy dataset is general counsel pay.

The public cash an Oklahoma City candidate can look up, besides the OEWS cell, is judicial. Under 20 O.S. section 92.1A, Laws 2025, chapter 458, section 4, effective 1 July 2025, a judge of the district court is paid $167,703, an associate district judge is paid $154,678, and a special judge is paid $141,651. The Board on Judicial Compensation's 16 September 2025 presentation prints the same 1 July 2025 district-judge figure of $167,703. Those salaries are state-funded. They sit above the local lawyer 75th of $134,110 and below the local 90th of $206,260. They are a ceiling a candidate mentions. They are a poor template for a bonus-and-equity package at Paycom or at a private producer. OGE's 2026 proxy identifies its general counsel as a named executive officer. That individual's total is not lifted into a metro median. Where a filing is silent, the offer is not invented from another city's named-executive row.

The legal-occupation mean of $49.44 an hour, from the 4 August 2026 Bureau of Labor Statistics release, is the major-group figure. It is not the lawyer median, and it is not converted here into a second annual salary. Counter-offers on the New York in-house envelope land at 28 percent of the 24 closed searches. The window from offer to acceptance on that same envelope is 16 working days. An Oklahoma City search is read against that window. There is not a second one for this city. The counter, when it comes, is usually the current employer matching base or adding a title inside those days.

04 — Notice and the license

The offer is signed. The start date is still a contract and a license.

Oklahoma does not publish a statutory notice ladder for an individual employee. A counsel who resigns owes the notice written in the employment agreement, the offer letter, or the bonus plan that conditions a payout on a garden period. The start date is built from the clause the candidate actually signed at the current employer. That is why an 11-week median to an accepted offer, on the firm general counsel clock and on the New York in-house envelope, is not the date the person can advise in Oklahoma City.

The wage statute times the last paycheck. Section 165.3(A) of Title 40 says that whenever employment terminates, the employer shall pay wages in full, less offsets and less any amount in bona fide disagreement, at the next regular designated payday for the pay period in which the work was performed, through the regular channel or by certified mail if the employee asks. The Oklahoma Department of Labor's wage-and-hour FAQ states that this next-payday rule applies whether the person quit or was fired, and that Oklahoma has no mandatory severance-pay law. Subsection B adds liquidated damages of 2 percent of the unpaid wages for each day a willful failure continues with no bona fide disagreement, capped at the unpaid wages.

Restrictive covenants split into a statute for employees and a rule for lawyers, and they are not the same paper. Title 15, section 219A, added by Laws 2001, chapter 406, section 4, and emergency-effective 4 June 2001, says a person who agrees not to compete after the employment ends shall still be permitted to engage in the same business or a similar business, so long as that person does not directly solicit the sale of goods, services, or both from the established customers of the former employer. Subsection B says any contract provision in conflict with that section is void and unenforceable. Senate Bill 1543 of 2024 would have amended the section to reach indirect solicitation. The legislature's history records a veto on 30 April 2024. The broader text did not take effect. A noncompete that bars an Oklahoma City counsel from working for another energy company, or another software company, is the provision subsection B addresses. A clause limited to direct solicitation of established customers is the residue the statute leaves.

Rule 5.6 is the second screen, and it binds the lawyer who offers or signs the paper. As amended by 2007 OK 22, effective 1 January 2008, a lawyer shall not participate in offering or making an employment agreement that restricts the right of a lawyer to practice after the relationship ends, except an agreement concerning benefits upon retirement. A customer non-solicit that section 219A would leave standing can still be the agreement Rule 5.6 puts in front of the deputy who is asked to sign it, and in front of the general counsel who is asked to send it.

Oklahoma does not hand a new hire a limited in-house license. Rule 5.5(d), amended by 2019 OK 72 and effective 12 November 2019, allows a lawyer admitted in a reciprocal United States jurisdiction, and not disbarred or suspended, to provide legal services here if the lawyer also complies with Rule 2, Section 5. Paragraph (d)(1) covers the employer and its affiliates, on the employer's matters, when the employer does not sell legal services to third persons and the matter does not require pro hac vice. Comment 16 excludes personal advice to officers and employees. Comment 17 says an office may bring registration, client-protection, and continuing-legal-education duties.

On 6 February 2023, in 2023 OK 10, the court rewrote Rule 2. Section 5 is now a special temporary permit for the spouse of a uniformed-service member, not a house-counsel registration. Section 6 keeps permits granted before 1 December 2021 on their old terms and says they cannot be renewed. A permit from a prior employer does not travel to Paycom, OGE, or Continental.

A new Oklahoma City office uses Rule 2, Section 1 of that 2023 order: an American Bar Association-approved degree, active standing in a reciprocal state, and three of the five years immediately before the application. In-house years count when they followed admission in that reciprocal state and the primary duties were counsel, drafting, advice, or work before courts or agencies. Years in a nonreciprocal state do not count and cannot be combined to reach three of five. A Uniform Bar Examination score lower than 264 within three years blocks the motion. Stricter rules in the other state govern.

The Board of Bar Examiners' FAQ includes Texas and New York and does not include California, Delaware, or Florida. A California-only admission is the examination, which that FAQ says is given in Oklahoma City only, or a score transfer if the score qualifies. The Multistate Professional Responsibility Examination scaled score is 80, valid without a time limit unless the other jurisdiction is stricter. The Oklahoma Bar Association's out-of-state registration, a $350 fee plus a motion by local counsel, is for one proceeding. It is not a general-counsel license. A courtroom seat needs a member. Rule 5.5(d)(1) excludes pro hac vice matters and does not fill them.

05 — Timeline

Eleven weeks is the acceptance. It is not the start date.

  • Brief to shortlist, firm-wide GC and CLO. 24 days, on 52 GC and CLO searches since 2017. Oklahoma City does not have a separate shortlist median.
  • Brief to accepted offer, firm-wide GC and CLO. 11 weeks median, range 8 to 16. Corporate offer acceptance is 96 percent. Deputy general counsel and head of legal searches, 47 of them, run to a shortlist in 21 days and an offer in 10 weeks. Senior and specialist counsel, 87 of them, run to a shortlist in 18 days and an offer in 8 weeks.
  • New York in-house envelope. 24 closed searches over three years, 93 percent completion, median 11 weeks, counter-offer incidence 28 percent, offer to acceptance 16 working days. Not an Oklahoma City tally. The 11 weeks matches the firm general-counsel median and remains a separate base.
  • Notice and final pay, Oklahoma. Notice is the contract. Final wages are the next regular payday under 40 O.S. section 165.3, whether the person quit or was separated. A 30-day, 60-day, or 90-day clause moves the start. The statute does not. There is no mandatory severance.
  • License, if the person is not already an Oklahoma member. Rule 2, Section 1, for admission on motion when the home state is reciprocal and the three-of-five practice test is met, including qualifying in-house years. The examination if the home state is California, Delaware, Florida, or another jurisdiction the Board's FAQ does not list. A courtroom seat needs a member. The $350 out-of-state registration does not supply one. Permits granted before 1 December 2021 are not renewed.
  • Replacement after the start. 12 months if a retained GC, CLO, or CCO hire leaves. Other in-house seats carry 6 months. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months.

A NASDAQ-listed medtech in Boston hired a successor general counsel on the firm GC clock: a shortlist of four on day 24, an accepted offer in week 11, and the 12-month retention checkpoint held. The California first-general-counsel file and the Houston deputy file in the board below use the same book. None of them is an Oklahoma City mandate.

Where Oklahoma City changes the calendar is after acceptance. The contract sets notice. The statute sets only the last paycheck. Before the person gives advice from an office in the city, the seat needs an Oklahoma license, a motion that actually qualifies, or a grandfathered permit that Section 6 says cannot be renewed into the new job. Interim cover is the bridge when the contract will not move and the desk cannot wait. Interim and fractional legal talent is a separate book from the 400+ placements (230+ in-house): 60+ engagements, with a median of 7 days from first call to start. It does not convert a California admission into an Oklahoma one. It covers the work while the permanent search, or the motion, runs.

06 — How a file is run

The brief names the employer, the license, and the printed pay.

The retained steps are the same in Oklahoma City as on any other corporate mandate. Week 1 writes the seat: which decisions the hire owns, whether those decisions are advice or a courtroom docket, and who the employer is. Weeks 1 and 2 map the market from coverage the firm already holds. The market map is 1,480,000+ lawyers. Outreach stays confidential until the reporting line and the license path are settled. The shortlist on a GC search is the 24-day mark. Closing includes the contractual notice, the Rule 2 motion if it applies, and the first months in the seat. The off-limits term on the client's legal department is 24 months after a mandate, and a lawyer the firm has placed is not approached while that lawyer remains in that seat.

The first week settles four facts. Whether the person is already an Oklahoma member, or needs a reciprocal-state motion under the three-of-five test. Whether the seat is advice to one employer or a courtroom role Rule 5.5(d)(1) does not fill. Which employer: the utility, the software issuer, the private producer, or the post-merger Oklahoma City presence of a Houston-headquartered operator. Which printed number the candidate is shown: the May 2025 median of $103,490, the district-judge salary of $167,703, or the large-cap total of $4.76 million.

A chief financial officer at a London-headquartered private-credit manager put the engagement rule in one place: “Fee, replacement window and off-limits were in the letter before they called anyone. That is the only way I will sign a search firm. The hire accepted on the first offer.” That file is not an Oklahoma City file. The rule is the one an Oklahoma City chief executive is asked to sign. The fee is 25 to 30 percent of total first-year compensation. Thirty percent of that fee is the retainer at engagement, kept if the client cancels. The replacement term is 12 months or 6 months, depending on the seat, and it goes in the letter first.

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without the market being told the company was looking.
Complication
The process had to stay blind. The 12-month replacement term was in the letter before anyone was called.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. The general counsel's account: “The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.” Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · still in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company's first general counsel.
Complication
The relevant people were sitting deputy general counsel in software, not partners who wanted a title.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against program retention of 91 percent at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition, and who could face a public-company cadence if the sponsor listed.
Complication
The program deputy clock is 21 days to a shortlist and 10 weeks to an offer. This file had to move inside that clock.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston.
