In-house legal recruiters in Salt Lake City
Retained search for a general counsel, a deputy, or the counsel under them, briefed against Utah licensing, local pay, and a start date the license can actually meet.
What a Salt Lake City in-house search has to clear.
General counsel recruiters Salt Lake City companies call when the seat is real: a first lawyer, a successor, or a counsel the general counsel can no longer cover with outside firms. The parent practice is in-house and general counsel recruiting. The officer seat itself is a general counsel search. The Salt Lake City market around that seat is the employer mix, the license, the notice rule, and the pay cell below.
Utah is not carried as its own closed-search city. A Salt Lake brief is read against the New York in-house book: 24 searches closed over three years, a 93 percent completion rate, a 28 percent counter-offer rate on accepted shortlist candidates, and 16 working days from a written offer to acceptance. The interviews behind that book are 1,675. The figure is the New York in-house book, used because Utah has no city tally of its own.
Of that cohort, 61 of 94 people who had hired for or sat in a Salt Lake City in-house desk over a 24-month window said the compensation committee first asked for the New York number. That question stalls the file. The local instruments are the metro wage table, the House Counsel rule, and the at-will notice rule. A committee that opens on a Manhattan class year has not priced the seat.
The city hub is Salt Lake City. Lawyer pay by Utah metro is on lawyer salary in Utah, 2026. National stage bands sit on general counsel salary 2026 and in-house counsel salary 2026. Large-cap total pay, which is not a Salt Lake base, is the 2026 proxy analysis: a $4.76 million median for sitting general counsel who are named executive officers at 236 of the largest US-listed companies.
Who hires counsel in Salt Lake City, and for what work.
The hiring market is the Salt Lake City-Murray metropolitan area: Salt Lake County and Tooele County, as the Bureau of Labor Statistics defines it. In June 2026, preliminary BLS payrolls put nonfarm employment in that metro at 862,000. Education and health services were 105,200. Financial activities were 67,300. Professional and business services were 155,600. Those three supersectors are where a general counsel’s outside-counsel bill, and then an in-house seat, usually appear.
Legal occupations were 1.0 percent of local employment in May 2025, against 0.8 percent nationally, at a mean hourly wage of $64.30 against $67.07 nationally. The same Mountain-Plains release, published 13 August 2026, counted 42,960 computer and mathematical jobs, 5.2 percent of local employment against 3.4 percent nationally, including 19,040 software developers. The legal desk in this metro sits next to a technology payroll. A commercial counsel here reads customer contracts, data terms, and vendor paper for product companies, not only a downtown litigation docket.
Four employer types set the briefs we see.
Banks and listed operators headquartered in the city. Zions Bancorporation, N.A., in its Form 10-K for the year ended 31 December 2025, describes itself as a bank headquartered in Salt Lake City, with 2025 net revenue of $3.4 billion, total assets of about $89 billion, 9,195 full-time-equivalent employees, and banking across 11 western states through 407 branches. That is a multi-state regulatory and commercial legal function with the officer in Utah. Extra Space Storage Inc., NYSE: EXR, lists its principal executive offices in Salt Lake City on its Form 10-K for the year ended 31 December 2025. A REIT general counsel owns securities, tax-structure, and property paper. It is a different seat from a bank’s.
Health systems. The Salt Lake Tribune, on 19 February 2026, described Intermountain Health as Utah’s largest employer and reported that stopping pension contributions after 31 December 2026 would affect more than 22,000 caregivers, about a third of the workforce. The system merged with SCL Health in 2022. A counsel seat on that payroll is employment, payer, privacy, and multi-state operations. From 6 May 2026, Utah Code section 34-51-201 bars a new healthcare non-compete. The offer letter for a physician-adjacent or clinical leader is a different document from the letter for a commercial counsel. The legal hire has to know which one the statute now voids.
Life sciences and product companies. Recursion states that its headquarters is in Salt Lake City. A counsel there owns collaboration contracts, privacy, and the line between research and a regulated product. The Wasatch Front technology corridor does not stop at the Salt Lake County line. O*NET’s reprint of BLS OEWS 2025 wages puts the Provo-Orem-Lehi lawyer median at $130,370, against $136,990 in Salt Lake City-Murray. The two medians differ by $6,620. Logan, on the same table, is $103,120, which is $33,870 below Salt Lake City-Murray. A Lehi candidate and a downtown candidate are priced on those cells.
The 2034 Games and the public desk. The Governor of Utah announced on 24 July 2024 that the International Olympic Committee had awarded Salt Lake City-Utah the host contract for the 2034 Olympic and Paralympic Winter Games, with the Olympics set for 10–26 February 2034 and the Paralympics for 10–19 March 2034. Municipal, venue, sponsorship, and construction counsel for the organizing effort hire on that horizon. They are project seats with an end date. They are not a reason to copy a permanent general counsel specification onto a two-year secondment. Public employers are a separate credential: House Counsel, described below, is unavailable to a governmental entity.
The Utah State Bar’s 2023–24 Year in Review counted 10,792 active attorneys. The Third Division, which is Salt Lake, held 5,470 of them. Out-of-state actives were 2,043. A directory count is not a payroll count. Many of those 5,470 sit in firms. The in-house pool is the slice that already works for a company, plus the firm lawyers whose matter list matches the desk. Treating the Third Division as an in-house census will overstate who can start.

House Counsel, a full license, or a motion. Pick on day one.
The license is a hiring decision, not a form the candidate completes after the offer. Three paths exist. They do not do the same work.
Ordinary active admission. This is the license that can appear in a Utah court and can advise beyond a single employer. Bar year 2023–24 recorded 152 applications for admission by motion. The Corporate Counsel section had 932 enrollments. Those 932 are a voluntary section. They are not 932 House Counsel licensees, and they are not 932 in-house jobs. Most company lawyers in Utah sit on an ordinary active license.
House Counsel, Rule 4-719, effective 1 May 2025. The Utah courts’ admissions office states that House Counsel admission is governed by Rule 4-719. The lawyer must already hold an active license in a US state, territory, or the District of Columbia. The employer must be a non-governmental corporation, association, or other entity whose business is not the practice of law. The lawyer must be a Utah resident or house counsel for an employer located in Utah, and must practice exclusively for that employer. An employer affidavit is required. The lawyer may not appear before a Utah court as an attorney, except as law or rule otherwise allows, and may not offer legal services to the public.
Timing is the part companies miss. Processing and the character-and-fitness investigation take a minimum of four months. An out-of-state lawyer may provide services to the employer while the application is pending only if the application is filed within six months of accepting the house-counsel position. The license ends when that employment ends. Lack of a reminder from the Bar is not a defense for continuing to practice after a triggering event. A government law department cannot use this ticket. A lawyer who may have to file or argue in a Utah court cannot use it either.
Admission by motion, Rule 4-705, effective 1 May 2025. Motion admission is not a right. The applicant must show, among other things, 36 of the 60 months immediately before filing in the full-time practice of law, in a jurisdiction that admits Utah lawyers on comparable terms. Processing takes a minimum of four months. Lawyers licensed in Utah as House Counsel may count time practicing in Utah toward that requirement. A company can put a lateral on the House Counsel ticket, have them working on the employer’s business, and file the motion without treating the Utah years as wasted. The courtroom limitation remains until full admission.
The practical fork for a chief executive is one sentence. If this lawyer might appear in a Utah court, brief an active Utah license or a motion already in flight, and do not plan the start around House Counsel. If the work is the employer’s contracts, employment, privacy, and board paper, House Counsel is a lawful on-ramp, and the four-month processing clock should be in the same timeline as the search. We write the path into the mandate before names go out. A shortlist that mixes a courtroom litigator on House Counsel with a commercial counsel who can use it is not a shortlist.
Utah does not impose a statutory notice period. The letter does.
Private employment in Utah for an indefinite term is presumed to be at will. The Utah Supreme Court in Tomlinson v. NCR Corp. (2014) restated the rule from Fox v. MCI Communications Corp., 931 P.2d 857, 859 (Utah 1997): either party may end the relationship for any reason, or for no reason, except where the law forbids it. An employee can rebut the presumption with an express or implied contract. Silence in a handbook is not that contract. Tomlinson held that a policy’s silence about one group of workers did not, by itself, limit the employer’s right to end employment.
There is no Utah statute that makes a private in-house lawyer give two weeks, thirty days, or three months. Notice, garden leave, and a handover are terms the offer letter and the current employer’s contract create. A general counsel who copies an English statutory-notice calendar onto a Salt Lake resignation will invent a delay the statute does not impose, and will miss the delay the license does impose. The four-month House Counsel investigation, and the four-month motion investigation, are longer than any notice a typical US offer letter writes.
Restrictive covenants are statutory. Utah Code section 34-51-201, effective 6 May 2026, provides that for a non-compete entered on or after 10 May 2016, the parties may not agree to a restriction of more than one year from the day employment ends. A covenant that violates that limit is void. On or after 6 May 2026, a person and a healthcare worker may not enter a healthcare non-compete. Section 34-51-202 still allows a reasonable severance, agreed at or after termination, to include a non-compete, and it still allows a covenant tied to the sale of a business when the individual receives value from the sale. A Salt Lake offer that recycles a multi-year employee non-compete is void as to the excess, and a health-system hire after 6 May 2026 needs a clean read of the healthcare ban before the draft goes out.
Counter-offers are a contract event, not a statute. On the New York in-house book this market uses, the counter-offer rate on accepted shortlist candidates is 28 percent. The usual shape is a base increase that does not change scope, bonus target, or the license path. We treat the current employer’s response as part of the close, and we do not learn the notice clause for the first time after a verbal yes.
Price the metro percentile and the stage. Do not paste a class year.
Three sources belong in a Salt Lake City offer file. They measure different things. Mixing them produces a number nobody is paid.
Local wage-and-salary lawyers. O*NET publishes Bureau of Labor Statistics OEWS 2025 wages for SOC 23-1011. Salt Lake City-Murray’s annual median is $136,990. The 10th percentile is $54,720 and the 90th is $362,450. The 75th percentile is $216,940. The Utah statewide median on the same table is $132,830. The US median is $159,670. These are employer-reported wages for wage-and-salary lawyers. They are not equity-partner draws, and they are not a general counsel’s long-term incentive. They are the correct check on a cash offer for a counsel seat in this metro. The August 2026 BLS news release does not reprint the lawyer median. It does show that legal work is a thin occupational slice beside a much larger technology payroll. Use the O*NET cell for the dollar, and the news release for the mix.
Stage bands for the officer, national, not a Salt Lake survey. A Series B–C first general counsel is a $240,000–$340,000 base with a 20–40 percent bonus. A growth-stage or pre-IPO general counsel is a $300,000–$420,000 base with a 30–60 percent bonus. A PE-backed portfolio general counsel is a $280,000–$420,000 base with a 25–50 percent bonus. A mid-cap listed general counsel is a $450,000–$650,000 base with a 60–100 percent bonus. Deputy general counsel and head of legal cash sits at $220,000–$380,000. Large-cap listed base runs $650,000–$1.1 million, and that base is not the $4.76 million median total compensation for named executive officers in the 2026 proxy set. A Salt Lake subsidiary of a large-cap parent does not inherit the parent’s named-officer total. Read the proxy set for what it is.
Tax, so the candidate can compare take-home. Utah Code section 59-10-104 imposes tax on a resident individual’s state taxable income at 4.45 percent for a taxable year beginning on or after 1 January 2026. Senate Bill 60, signed 23 March 2026, cut the rate from 4.5 percent with retrospective operation for that taxable year. Utah is not a zero-tax state. A candidate comparing a Salt Lake base with a Texas or Florida base is comparing different take-home. The 4.45 percent rate belongs in the conversation. It does not replace the percentile table.
Of the New York cohort, the 61 of 94 Salt Lake in-house respondents are the warning. The committee asks for the New York number first. Across those same 1,675 interviews, that request is how a Wasatch Front offer gets framed as a discount from lockstep rather than as a place on the local percentile. We put the O*NET cell and the stage band in the mandate before outreach. A verbal range is how the 28 percent counter-offer finds a gap to fill.
The committee opened on a New York base. The offer that closed was written to the Salt Lake percentile, and the license path was in the letter.
Two clocks: the search, and the Utah license.
Of 52 general counsel and chief legal officer searches since 2017, inside 400+ placements (230+ in-house), the shortlist arrived in 24 days and the median accepted offer in 11 weeks, with a range of 8–16 weeks. Offer acceptance on corporate mandates is 96 percent. Placed in-house leaders are still in seat at 97 percent after 12 months and 91 percent after 24 months. A PE-backed general counsel is a separate row of the same ledger: shortlist in 26 days, accepted offer in 12 weeks. Deputy and head of legal searches, 47 of them, shortlist in 21 days and reach an offer in 10 weeks. Senior counsel, 87 placements, shortlist in 18 days and reach an offer in 8 weeks.
A PE-backed software company with its legal seat in the Salt Lake market hired its first general counsel on that row. The counsel started on a House Counsel application filed inside the six-month window, with a motion application planned rather than assumed. The 26-day shortlist and the 12-week accepted offer are the firm’s clock for a PE-backed general counsel.
License time does not shrink to match the search. Rule 4-719 and Rule 4-705 each require a minimum of four months to process. An 11-week or 12-week accepted offer can land while the investigation is still open. The lawful bridge is the pending House Counsel application, filed within six months of acceptance of the role, for a non-governmental employer, with no Utah court appearance until full admission. If the brief includes courtroom work, that bridge is the wrong plan, and the start date has to move to admission or to a lawyer who is already active in Utah.
Once the offer is written, the New York in-house book records 16 working days to acceptance. Resignation then follows whatever notice the current contract actually contains. We stay through acceptance, the resignation, and a 90-day check. The replacement guarantee is 12 months on a retained general counsel, chief legal officer, or chief compliance officer search, and 6 months on other in-house searches.
The fee is retained only: 25–30 percent of total first-year compensation. Thirty percent of that fee is paid at engagement and kept if the client cancels. Interim cover, when the permanent seat should not be forced early, is a separate book of 60+ engagements, with a median of 7 days from first call to start, counted outside the 400+ placements. The interim practice is interim and fractional counsel.
The week-by-week shape is the same one we publish on the parent practice. Week 1 is the mandate in writing: reporting line, court-work or no court-work, House Counsel or active license, cash, bonus target, and any equity. Weeks 1–2 map the market, including firm lawyers in the Third Division whose work matches the desk and company lawyers already on the Wasatch Front. Weeks 2–4 are private outreach. The shortlist for a general counsel is the 24-day mark. Interviews and the offer run through the median of 11 weeks. Conflicts and the license path are in the dossier, not in a footnote after the final interview.
The method and the national interview set are on the research page. The nearest published in-house city page is Denver, where the live briefs cluster in energy and real estate. A Salt Lake technology, banking, or health-system seat is a different employer mix.
Salt Lake City in-house hiring, in short.
What do in house legal recruiters Salt Lake City companies hire?
In house legal recruiters Salt Lake City companies retain for a first or successor general counsel, a deputy or head of legal, and the commercial, employment, privacy, or regulatory counsel under that officer. Of 400+ placements since 2017 (230+ in-house), 52 were general counsel or chief legal officer searches. A PE-backed general counsel on that book reaches a shortlist in 26 days and an accepted offer in 12 weeks. The local license question is separate from the title.
Does a Salt Lake City general counsel need a full Utah license?
Not on day one, if the employer is a non-governmental company and the lawyer will not appear in a Utah court. Rule 4-719, effective 1 May 2025, admits House Counsel to practice only for that employer. The license does not allow a court appearance. Bar year 2023–24 recorded 144 active House Counsel licenses, against 10,792 active attorneys and 932 Corporate Counsel section enrollments. Most company lawyers sit on an ordinary active license. A government employer cannot use the House Counsel ticket.
How long does a general counsel search in Salt Lake City take?
On 52 general counsel and chief legal officer searches since 2017, the shortlist arrived in 24 days and the median accepted offer in 11 weeks, range 8–16. A PE-backed general counsel is a 26-day shortlist and a 12-week accepted offer. Utah House Counsel processing takes a minimum of four months under Rule 4-719, and admission by motion takes a minimum of four months under Rule 4-705. The search clock and the license clock run together. A start on House Counsel does not wait for full admission.
How should a Salt Lake City company price an in-house offer?
Start with the Salt Lake City-Murray lawyer median of $136,990 in BLS OEWS 2025 data published through O*NET, not a New York class-year scale. A Series B–C first general counsel is a $240,000–$340,000 base and a 20–40 percent bonus. A PE-backed portfolio general counsel is a $280,000–$420,000 base and a 25–50 percent bonus. Those bands are national stage bands. The metro median is the local cash check. Utah taxable income is taxed at 4.45 percent for a taxable year beginning on or after 1 January 2026.
What notice must a Salt Lake City in-house lawyer give?
Utah does not set a statutory notice period for a private employee. Employment for an indefinite term is presumed at will, so either side ends it unless a contract says otherwise. The Utah Supreme Court restated that presumption in Tomlinson v. NCR Corp. (2014), citing Fox v. MCI Communications Corp., 931 P.2d 857 (Utah 1997). The date that moves a Salt Lake start is the license filing, not a statutory notice week. A non-compete entered on or after 10 May 2016 cannot run more than one year after employment ends.
What does a retained Salt Lake City in-house search cost?
The search is retained. The fee is 25–30 percent of the hire’s total first-year compensation. A retainer of 30 percent of the fee is paid at engagement and kept if the client cancels. The replacement window is 12 months on a retained general counsel, chief legal officer, or chief compliance officer search, and 6 months on other in-house searches. We do not recruit from a client’s legal department for 24 months after a mandate. Terms go in the letter before anyone is called.
