Mission-Critical Design Counsel Recruiters in Dallas, Texas

Dallas engineering and design firms are drawing 3,202 megawatts of data-centre construction, and the in-house counsel who paper those campuses cannot move between the shops that share the same operator.

Design and construction counsel recruiters Dallas: the operator-client wall, not a thin bench

Sartori & Partners is highly technical in In-House Project and Contracts Counsel Recruiting work in Dallas: 22 closed searches over three years, 94% completion, median timeline 8 to 16 weeks. Across 500 structured interviews with Dallas partners, Sartori finds these A&E seats break on operator-client walls: the same hyperscaler and colo paper sits on competing design benches, so a counsel who just marked up one campus cannot walk into the shop designing the next. Two Dallas-listed employers print pay; architecture firms print none.

01 — The brief answer

Design and construction counsel recruiters Dallas hit the operator-client wall first

Dallas currently holds 3,202 MW of data-centre capacity under construction, and the in-house counsel who paper those halls sit inside a handful of engineering and design firms that bid the same operators. Sartori maps roughly 20,000 lawyers in Dallas as a coverage layer; the addressable A&E project-and-contracts bench is a thin slice of that map. Legal departments searching for design and construction counsel recruiters Dallas usually call once a first shortlist has already been rejected on an operator-client wall.

We have worked in the Dallas market for more than 10 years, for architecture, engineering and environmental consultancies staffing In-House Project and Contracts Counsel Recruiting seats. Over the trailing three years we closed 22 of those searches at a 94% completion rate, median timeline 8 to 16 weeks. Operator-client walls, not résumé volume, decide these seats.

Sartori's Dallas mandate telemetry records why. Of the 22 closed files across 36 months, 8 were Engineering & Design Firms seats; 3 of those 8 stalled past week 12 after our first longlist failed an operator-client wall. A chief legal officer at a Dallas-headquartered architecture practice told us a counsel who has marked up one hyperscaler's campus cannot sit on the next campus for that operator at a competing shop.

02 — The bench

What engineering & design firms legal recruitment actually buys on a Dallas A&E desk

The Dallas seat splits in two. Stantec's Corporate Counsel req 1003526 (posted 13 July 2026, expired 12 August 2026) reported to Managing Counsel for Infrastructure/Buildings: professional-service and construction agreements including design/build, joint ventures and professional services, plus professional-liability litigation, at 7–10 years with AEC experience required. CDM Smith's Senior Legal Counsel, Construction (posted 16 January 2026, expired 15 February 2026) reported to the General Counsel and added claims for delay, disruption, design errors and omissions, and terminations, at 8+ years. Neither Dallas posting printed a USD band.

Corgan's live downtown Corporate Attorney, iCIMS 3539, datePosted 2 August 2026, is on-site at 401 North Houston Street, not hybrid, supporting the CLO and AGC on commercial contracts, office leases, ESOP and entity formation, at 5+ years. AECOM's Counsel or Senior Counsel (West Region, Dallas named, req J10142583, January 2026) is the hybrid construction/contracts cousin: A/E paper, design-build, P3 and EPC, at 5 or 7 years. Brown and Caldwell's Dallas Location A band (December 2025) is the design-build water cousin, at 8+ years, with conflict-of-interest analysis written into the remit.

Four benches feed this work: construction and P3 associates; peer A&E in-house counsel, often walled; energy-infrastructure contracts lawyers who have already run a design-build closeout; and a first in-house move from a Dallas construction practice. General-contractor counsel is a different row. Across the 8 Engineering & Design Firms searches inside Sartori's 22 closed Dallas files over 36 months, 5 of the placements had already run both a professional-services agreement and a design-build or joint-venture schedule. A general counsel at a national AE firm's North Texas buildings desk told us the first filter is the live operator list, not the class year.

DALLAS × IN-HOUSE PROJECT AND CONTRACTS COUNSEL RECRUITING 3 ENGAGEMENTS · ANONYMISED

The first shortlist sat on the same operator

A Dallas-headquartered data-centre architecture practice adding a project-and-contracts counsel under a chief legal officer

Mandate
One A&E counsel, 7–10 years, to own professional-service and design-build paper on live North Texas campuses, reporting to the CLO.
Complication
Four of five first-round names had marked up the same hyperscaler's paper in the prior 18 months. Our operator-wall screen ran after the longlist, not before, and the file stalled past week 12.
Outcome
Re-ran the longlist from a civil and MEP contracts bench plus a construction-practice associate. Placed in week 14 from original brief, 8 weeks from the re-wall.

The design-build joint venture that walled the preferred name

A national architecture-and-engineering firm's North Texas buildings and infrastructure legal desk

Mandate
Corporate counsel, 7–10 years, hybrid, owning design-build and joint-venture closeout plus professional-liability files.
Complication
The preferred candidate had negotiated the joint-venture agreement for a competing teammate on a live bid. The conflicts screen landed at week 6.
Outcome
Placed a design-build counsel who had already run conflict-of-interest analysis on water and infrastructure paper. Offer accepted in 12 working days.

On-site downtown versus a hybrid West-Region construction seat

An employee-owned Dallas architecture practice hiring a corporate attorney to support the CLO and assistant general counsel

Mandate
Corporate attorney, 5+ years, full-time on-site downtown: commercial contracts, office leases, entity work and ESOP administration.
Complication
Three hybrid construction-counsel finalists would not take a five-day downtown floor. The on-site requirement was non-negotiable.
Outcome
Placed a corporate-transactional counsel already working a four-day in-office pattern. Started in week 12.

In-house counsel recruiters Dallas: the A&E employers adding legal headcount

Dallas Innovates reported on 18 August 2026 that Cushman & Wakefield ranked Dallas-Fort Worth first among 107 global data-centre markets on 24 metrics. JLL's first-half 2026 DFW figures in that article: 4,587 MW existing, 2,297 MW first-half absorption, 2,164 MW first-half completions and 3,202 MW under construction. Cushman tied DFW and Austin at $9.4 million$12.1 million per megawatt last year. Legal headcount follows that steel here.

Corgan's September 2025 leadership release said the Dallas-headquartered firm had doubled to more than 1,200 employees over five years, with more than 270 data-centre team members. On 7 October 2025 Corgan announced that Building Design + Construction's 2025 ranking had placed it first among the nation's largest data-centre architecture firms. Page's mission-critical page states more than 70 data-centre projects in the past decade and 12+ liquid-cooled halls, including NTT's Garland TX1 campus. HKS is design firm of record on AREP Powerhouse Las Colinas in Irving (TDLR TABS2025013924, 11 March 2025: 300,000 SF, 65 MW). Kimley-Horn, HDR, AECOM and Stantec keep North Texas A&E desks that were hiring or delivering this paper in 2025–2026.

Fort Worth City Council on 11 August 2026 unanimously took the first statutory step toward a 90-day data-centre pause under Texas Local Government Code Chapter 212; if adopted, it runs 16 February 2027 to 17 May 2027. On 25 August 2026 the same council approved 7–4 Black Mountain's $10 billion, 187-acre campus. The Dallas Morning News reported on 14 August 2026 that five Dallas City Council members asked Mayor Eric Johnson that day to review the city's development code. Among 47 Dallas A&E project-and-contracts counsel inside Sartori's Dallas interview cohort, over a 24-month window, 31 said they currently sit on paper for at least two named hyperscaler or colo operators.

05 — Mandates we run

Three mandate shapes for mission-critical design counsel jobs Dallas

Downtown corporate attorney. A Dallas-headquartered architecture practice hires one lawyer, on-site, to support a CLO and AGC on commercial contracts, office leases, entity work, ESOP and a slice of M&A. That is the Corgan iCIMS 3539 shape: 5+ years, five days downtown, no hybrid. Sartori's Dallas mandate telemetry puts this at 2 of the 8 Engineering & Design Firms searches inside the 22 closed files over 36 months, median 12 weeks once the on-site floor is written into the brief.

Design-build and joint-venture construction counsel. The Stantec, CDM Smith and Brown and Caldwell shape: professional-service and construction agreements, design-build or EPC, JV and teaming, plus claims or professional-liability. Seniority lands at 7–10 years. This accounted for 4 of the 8, and it is the shape that dies when a preferred name has already marked up the GC teammate's agreement on a live bid.

West-Region hybrid construction/contracts counsel. AECOM's January 2026 Counsel or Senior Counsel seat named Dallas, Austin and Denver and asked for alternative-delivery paper across water, transit, aviation and energy. That is 2 of the 8. Utility Dive reported on 11 August 2026 that Oncor CEO Allen Nye told analysts service requests had risen from 289 GW at end-Q1 2026 to 298 GW in Q2, with about 44 GW of Oncor-territory large-load projects already inside ERCOT's Batch Zero (loads of 75 MW and larger) before the governor paused new data-centre interconnection approvals. On 18 June 2026 the Public Utility Commission of Texas approved that process; Utility Dive reported ERCOT was tracking more than 438 GW of large-load requests, nearly 90 percent from data centres. Counsel who cannot read a Batch Zero or Chapter 212 file get cut at second interview.

06 — Compensation

Data centre legal recruitment pay: two printed Dallas bands, and silence

AECOM's Counsel or Senior Counsel (West Region, Dallas explicit, req J10142583, January 2026) printed $135,000–$210,000, with benefits that may include medical, dental, vision, life, AD&D, disability, PTO, 401(k) and ESPP, and no numerical STI. Brown and Caldwell's Corporate Counsel – Design-Build Projects, posted December 2025 with Dallas as Location A, printed $145,000–$199,000 and performance-based bonus eligibility, again with no numerical STI, and expired 27 January 2026. Texas is not a pay-transparency jurisdiction. Corgan's live downtown Corporate Attorney, Stantec's Dallas Corporate Counsel and CDM Smith's Dallas Senior Legal Counsel, Construction print no USD figures.

The overlap is the usable range. The two printed bands share $145,000–$199,000; an architecture-firm offer that sits outside that overlap is the outlier, not the AECOM ceiling. Sartori's Dallas mandate telemetry, across 18 observed offer files on this A&E book over 24 months, records counter-offer incidence at 30% and a median of 12 working days from offer to acceptance. Cash-only counters convert poorly against a written bonus target plus a hybrid-day floor.

One thing our data cannot see: none of the architecture-firm files Sartori closed on this book disclosed a USD band, so we cannot put a printed number on what a Dallas data-centre architect actually pays this seat. Aggregator overlays on silent postings are not employer language and are not used here.

07 — Methodology

How we source Dallas A&E counsel without walking into a live operator wall

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

Median 8 to 16 weeks from signed brief to accepted offer on closed Dallas mandates.

Every Engineering & Design Firms brief starts with a written operator-and-JV wall, because 3 of our 8 A&E searches inside the 22 closed Dallas files lost time when that list arrived after the first longlist. We build the qualifying bench from employer applicant-tracking postings read at primary source — Corgan iCIMS 3539, Stantec req 1003526, CDM Smith ref CDMSmith1601166, AECOM J10142583 — and from public project records (TDLR TABS2025013924, Fort Worth City Council dockets, Public Utility Commission of Texas Batch Zero materials) rather than from directories or salary aggregators. That is why two printed bands survive here and a third does not.

On our side, four instruments carry the internal findings above: 500 structured interviews with Dallas partners and counsel; telemetry on 22 closed Dallas searches on this book over three years; quarterly market survey waves running since 2019; and a global mapping base of roughly 1.5 million lawyer profiles. Dallas coverage inside that mapping runs to about 20,000 lawyers. Sartori's quarterly survey since 2019 finds Dallas A&E in-house candidates price three items harder than headline base: the operator wall they would inherit, the hybrid-day floor, and whether a bonus target is written before the offer letter. Sartori's Dallas mandate telemetry records a median of 12 working days from offer to acceptance once those three are written, against a median search of 8 to 16 weeks.

09 — Questions

In-House Project and Contracts Counsel Recruiting in Dallas — common questions

Who are the best mission-critical design counsel recruiters in Dallas?

No independent ranking of mission-critical design counsel recruiters in Dallas exists, so the useful test is mapped coverage, published method and searches actually closed. Sartori & Partners maps roughly 20,000 lawyers in Dallas and has worked this market for more than 10 years. Over the trailing three years we closed 22 in-house project and contracts counsel recruiting searches here at a 94% completion rate, with a median timeline of 8 to 16 weeks. Across 500 structured interviews with Dallas partners, Sartori finds Engineering & Design Firms in-house seats break on operator-client walls rather than on résumé volume. Among 47 Dallas A&E project-and-contracts counsel inside Sartori's Dallas interview cohort, over a 24-month window, 31 said they currently sit on paper for at least two named hyperscaler or colo operators. Cohort definitions, sample windows and method are published in our research programme, and every figure above is drawn from it.

When do firms hire design and construction counsel recruiters Dallas for an A&E legal desk?

Usually after a first shortlist fails an operator-client wall, around week 4 to 6 of an internal process. Of the 8 Engineering & Design Firms searches inside Sartori's 22 closed Dallas files over 36 months, 3 stalled past week 12 for that reason. The call comes once the wall is visible, not before.

What do Dallas engineering and design firms pay mission-critical design counsel?

Two Dallas-listed employers printed $135,000–$210,000 (January 2026) and $145,000–$199,000 (December 2025). AECOM's Counsel or Senior Counsel (req J10142583) and Brown and Caldwell's Corporate Counsel – Design-Build Projects (Dallas as Location A) are the only employer-disclosed bands. Corgan, Stantec and CDM Smith's Dallas seats print no USD figures.

Can a Dallas A&E legal team hire counsel from a peer architecture firm's desk?

Often no: 3 of 8 Engineering & Design Firms searches Sartori closed in Dallas over 36 months stalled past week 12 on that wall. A chief legal officer at a Dallas-headquartered architecture practice told us a counsel who marked up one hyperscaler's campus cannot sit on the next campus for that operator at a competing shop. The live operator list is the first filter.

What does a mission-critical design counsel actually do day to day in Dallas?

Professional-service and construction agreements, including design-build, joint ventures, claims and, at downtown architecture desks, office leases and entity work. Stantec's 2026 Dallas Corporate Counsel seat (req 1003526) and CDM Smith's Dallas Senior Legal Counsel, Construction, set that project-counsel diet; Corgan's live iCIMS 3539 seat adds CLO/AGC support on a five-day downtown floor.

How long does engineering & design firms legal recruitment take in Dallas?

Median 8 to 16 weeks from brief to offer, and Sartori's Dallas mandate telemetry records 12 working days from offer to acceptance. Re-walled searches add time: the 3 of 8 A&E files that stalled past week 12 closed only after the operator list was rewritten. On-site downtown seats run longer than hybrid West-Region construction seats when the floor is not in the brief.

Does Fort Worth's data-centre pause change data centre legal recruitment in Dallas?

It adds a municipal wall: if adopted, Fort Worth's 90-day pause runs 16 February 2027 to 17 May 2027. Projects with zoning already submitted or approved are carved out; Black Mountain's $10 billion, 187-acre Fort Worth campus still won a 7–4 site-plan vote on 25 August 2026. Dallas City Council members asked the same week for a development-code review, so counsel who only know a Plano or Irving campus still have to read Chapter 212.
