Legal Recruiters New York for Company and Firm Seats

A New York County register of 102,325 attorneys at the end of 2025 still leaves company chairs and firm seats unfilled. We run the retained search that covers the one the board will actually sign.

01 The register

Registration in New York County is not a shortlist.

New York County held 102,325 registered attorneys at the end of 2025, on the Office of Court Administration’s year-end report. Companies that search for legal recruiters New York usually call after that stock has failed to produce a general counsel, or a partner, who will take the chair.

Sartori & Partners’ New York research program, 2026, holds 1,675 structured interviews. It shows the uncovered company seat sitting on a payroll, not on the roll: a general counsel, a chief legal officer, a head of legal, or a deputy who already runs a desk. Across 180 general counsel and chief legal officers in that cohort over a 24-month window, 96 said a posted New York range lost the candidate to a firm counter-offer before the company could revise cash.

The New York hub opened in 2023. We have run retained searches here for companies and for New York firms since then. Over the last three years we closed 24 in-house searches on this line, at a 94 percent completion rate. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks. The 11-week median stops at the accepted offer. Notice is why mandate-to-start on this New York line runs 4 to 7 months.

02 Who is hiring

Legal recruitment New York is two buyers sharing one roll.

In-house demand and firm demand draw on the same admitted population and do not pay from the same instrument. A posting that treats them as one market mis-briefs both.

The Office of Court Administration’s year-end 2025 table counts attorneys by county of business, and by county of residence if there is no business address. New York County is 102,325. The First Department line in the same report is 105,395. Adding the five borough lines — New York 102,325, Bronx 3,070, Kings 10,827, Queens 7,362, Richmond 1,519 — gives 125,103. Inside New York State the subtotal is 193,536. The grand total is 367,591, of which 136,283 list an out-of-state address and 37,772 list an address outside the United States. A general counsel who treats 102,325 as people at desks in Manhattan is briefing from the wrong column.

Sartori maps about 67,000 lawyers in New York. That file is who can be reached for a search. It is smaller than the county roll, and it is not a count of lawyers who will move this quarter.

Firm-side demand is a cash event, not a headcount event. NALP’s 2025 U.S. Associate Salary Survey, released May 28, 2025, put the median first-year base at $225,000 in New York City as of January 1, 2025, against a national median of $200,000 and a median of $215,000 in firms of more than 700 lawyers. Only 32 percent of offices in that survey reported $225,000, and 45 percent of offices in firms of 701 or more lawyers did. Law360 reported on June 2, 2026 that Milbank was increasing associate pay by $10,000 to $20,000, with a new floor of $235,000 and pay reaching $455,000. The ABA Journal, on June 11, 2026, reported that McDermott Will & Schulte, Quinn Emanuel, Katten and Seward & Kissel had moved to match, and that Susman Godfrey had moved its starting salary to $240,000. Reuters, on July 27, 2026, reported special bonuses from $6,000 for first-years to $25,000, year-end bonuses up to $115,000, and that rival firms largely had not immediately followed the June salary increase.

In-house demand is the other buyer. The Bureau of Labor Statistics, in its June 5, 2026 release for May 2025, put legal occupations at 1.4 percent of employment in the New York-Newark-Jersey City metropolitan area, with a mean hourly wage of $87.83 for that major group. That is a metro employment share for a group of occupations. It is not the New York County roll, and it is not a general counsel median. A Series B-C first general counsel is briefed at $240,000 to $340,000 base plus a 20 to 40 percent bonus. A mid-cap listed general counsel is briefed at $450,000 to $650,000 base plus a 60 to 100 percent bonus. Proxy statements for the 2026 season show median total compensation of $4.76 million for sitting general counsel who are named executive officers at 236 of the largest U.S.-listed companies. That $4.76 million is total pay for a named executive officer. It is not a base, and it is not the bid for a first general counsel.

Of 24 closed New York in-house searches over three years, 13 were standing general counsel, chief legal officer or head of legal chairs and 11 were leave, surge or defined-matter coverage.

03 Why it stays empty

A posted range does not hold a New York counsel who can see the scale.

The county roll can grow and the chair can stay empty. The block is the brief, the counter-offer, and whether the board will name the search.

Of 140 hiring managers inside the same New York interview cohort, over a 24-month window, 61 said the brief still described a partner when the seat was a company general counsel. We send those briefs back. A search that starts as partner-equivalent will not produce a general counsel the chief executive will appoint.

Counter-offer incidence on this New York in-house line is 28 percent. Median offer-to-acceptance is 16 working days. Of the 13 standing chairs inside the 24 closed files, 4 ran past 7 months. Almost all of them were sitting-counsel successions the board would not yet name. That is the number that does not flatter the method: outreach cannot outrun a company that has not told its own general counsel.

Credential gates are specific to the chair. A lawyer admitted in New York practices on that admission. A lawyer admitted elsewhere, employed in New York by a company that is not itself a law firm, registers as in-house counsel under 22 NYCRR Part 522. Registration follows the employment. It is not a workaround for a contractor who sits on a vendor’s payroll. We say which path the brief requires before the first call, not after a finalist has given notice.

Publication is a separate gate. The New York City Commission on Human Rights factsheet of May 12, 2022 states that the salary-transparency rule effective November 1, 2022 does not require an employer to advertise in order to hire. New York Labor Law section 194-b, effective September 17, 2023, requires a good-faith pay range once the role is publicized to a pool, including remote work that reports into the state. A confidential search that never becomes an advertisement is outside that trigger. The moment a company posts the chair, the range is public, and so is the vacancy.

04 The mandates

What legal recruiters New York run, split by buyer.

Four products, one geography. The figures below are the New York in-house line. Associate and partner work is retained search, quoted as a different product.

01

General counsel, CLO and head of legal

Standing company chairs: first general counsel, successor while the incumbent remains, chief legal officer, and head of legal at a PE-backed platform. That is the company seat.

02

Specialist and deputy seats

Associate general counsel, chief compliance officer, privacy, investigations, and the deputy who already runs a desk. The title is not the reporting line. The dossier has to name the line.

03

Associate seats for New York firms

When a New York firm buys a retained associate search — corporate, litigation, finance, funds, employment — we run it as a firm mandate. The cash comparison is the class-year scale, not an in-house band.

04

Partner seats for New York firms

Retained partner search for New York offices. The buyer is the firm. Book, conflicts and notice sit on the partner-recruiting page. They are not the New York in-house line.

One file from that in-house line is published: a NYSE-listed payments company in New York hired a chief compliance officer. The reporting line ran to the audit committee. Candidates were assessed against the U.S. Department of Justice Evaluation of Corporate Compliance Programs. The shortlist arrived in week 3. The accepted offer closed in week 10. The chief legal officer put the result in one line: The shortlist was people who had sat an examination. We hired one. The offer was accepted in week 10. The file sits inside 36 compliance and regulatory leadership placements, which sit inside 400+ placements since 2017 (230+ in-house). The write-up is the New York payments chief compliance officer search.

A second file, a standing chair rather than a compliance build: a listed financial-services group in New York needed a general counsel for a markets desk while the group general counsel remained. The first shortlist was rejected because the brief still described a capital-markets partner. Rewritten as a company chair, the file closed in month 6, inside the 4 to 7 months window, from another in-house counsel. It drew a counter-offer, consistent with the 28 percent rate on this line, and signed inside the 16 working days.

In 4 quarterly survey waves since 2025, 22 of 54 New York company responses arrived with a law-firm title on a company chair. Those briefs go back. When the gap is a defined program rather than a standing chair, the faster product is interim and fractional counsel, not a permanent hire on a 4 to 7 months clock. Median time from first call to an interim start is 7 days. Company buyers who want the standing team start at in-house counsel recruiting, general counsel search and our work for companies.

The shortlist was people who had sat an examination. We hired one. The offer was accepted in week 10.

05 The retained process

Retained, exclusive, written down before the first call.

Companies and firms engage us on a retained basis for New York mandates. Scope, fee, replacement window and off-limits are in the letter before any approach.

  1. 01

    Mandate blueprint

Week 1. We write the chair before we name a person: reporting line, whether the lawyer must be admitted in New York, whether an out-of-state counsel will register under 22 NYCRR Part 522, and whether the sitting general counsel will be told. A New York brief that still reads as a law-firm partner is rewritten as a company seat.

  2. 02

    Market map

Weeks 1-2. We map the in-house bench that can actually take the chair — bank and fund legal departments, listed-company general counsel, PE-backed heads of legal — then the firm-side supply that might move. No posting. No job-board scrape.

  3. 03

    Blind outreach

Weeks 2-4. Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Exclusivity is the process. A confidential successor search is not run as a multi-agency race.

  4. 04

    Credential and conflicts screen

We test admission, Part 522 registration where the lawyer is employed by the company and is not admitted in New York, and conflicts with the company's outside firms. Internal conflicts are surfaced before the shortlist, not after the offer.

  5. 05

    Offer engineering

Weeks 5-9. Cash is set against the poles that move a New York candidate, then held to 16 working days from offer to acceptance on this line. Counter-offers are expected: New York in-house telemetry records them on 28 percent of files.

  6. 06

    Close and ramp

Notice, start date and the first 90 days are part of the mandate. A placement counts when the lawyer is in the chair. General counsel and chief legal officer searches carry a 12-month replacement term. Other in-house searches carry 6 months.

Completion on the New York in-house line is 94 percent. Offer acceptance on corporate mandates is 96 percent. Twelve-month retention of placed in-house leaders is 97 percent, and 91 percent are still in post at 24 months. The fee is 25 to 30 percent of total first-year compensation. A retainer of 30 percent of the fee is paid at engagement. Off-limits runs 24 months against the client’s own legal department, and we do not approach a lawyer we placed for as long as that lawyer stays. The full method is on our methodology. The research program maps 1,480,000+ lawyer profiles, with quarterly surveys since 2019.

The New York line’s offer-to-acceptance median is 16 working days. That window is the signature step. It is not the whole search. A general counsel process still runs the 24-day shortlist and the 11-week median to accepted offer before notice starts.

Brief a New York search

06 Cash in 2026

The 2026 New York calendar is a pay scale and a register, not a single hiring boom.

Firm demand repriced in June and July 2026. In-house demand is still a chair the roll does not fill by itself. The two clocks do not move together.

Read the associate scale as three dated prints, not one number. As of January 1, 2025, NALP’s May 28, 2025 release put the New York City first-year median at $225,000, while the national median sat at $200,000 and only 32 percent of offices reported the $225,000 figure. On June 2, 2026, Law360 reported Milbank’s new floor of $235,000 and a top of $455,000. On July 27, 2026, Reuters reported the special-bonus round and that much of the market had not immediately matched the base increase. A lateral offer written in August 2026 against “the scale” has to name which of those three prints it means.

The in-house print is not that scale. Bands we use when briefing a New York company: Series B-C first general counsel, $240,000 to $340,000 base and a 20 to 40 percent bonus; growth-stage or pre-IPO, $300,000 to $420,000 base and a 30 to 60 percent bonus; PE-backed portfolio general counsel, $280,000 to $420,000 base and a 25 to 50 percent bonus; mid-cap listed, $450,000 to $650,000 base and a 60 to 100 percent bonus. The $4.76 million median is 2026 proxy-season total compensation for named executive officers, from Sartori & Partners’ reading of filings at 236 of the largest U.S.-listed companies. Use it as large-cap context. Do not paste it into a base-salary cell. The worked comparison sits on general counsel salary in 2026, in-house counsel salary in 2026, the Milbank scale and the proxy-pay series.

The register moved on its own calendar. The Office of Court Administration’s year-end 2025 count is the stock. The Bureau of Labor Statistics’ May 2025 legal-occupations share for the wider metro, published June 5, 2026, is the employment mix. Neither figure is a vacancy. Of the 24 closed New York in-house searches, the 13 standing chairs are the company demand the retained search is built to cover. Firm demand for associates and partners is real, and it is priced off the scale above. It is briefed on associate recruiting and partner recruiting, not as a discount to the general counsel search.

New York legal search — questions companies and firms actually ask

How do legal recruiters New York run a confidential general counsel search?

A confidential general counsel search is one retained mandate: shortlist in 24 days, accepted offer in a median of 11 weeks. Of 24 closed New York in-house searches over three years, 13 were standing general counsel, chief legal officer or head of legal chairs. A successor search is not run as a multi-agency contingency. See how a retained legal search runs and general counsel succession.

Who hires in legal recruitment New York — the company or the firm?

Both, on different products: companies hire the in-house chair and firms hire the associate or partner, against a year-end 2025 New York County register of 102,325. A company's general counsel, chief legal officer, CEO or head of HR hires the in-house chair. A New York firm hires the associate or the partner. That register does not say which attorneys will move. Company buyers start at in-house counsel recruiting. Firm buyers start at associate recruiting and partner recruiting.

How long does a New York general counsel search take?

Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days and the accepted offer in a median of 11 weeks. The range is 8 to 16 weeks. On the New York in-house line, mandate to start is typically 4 to 7 months, and the median from offer to acceptance is 16 working days. 4 of 13 standing chairs on that line ran past 7 months, almost all of them successions the board would not yet name. The New York hub opened in 2023.

What do you charge for a New York search?

The hiring company pays 25 to 30 percent of the hire's total first-year compensation. A retainer of 30 percent of the fee is paid at engagement and kept if the client cancels. There is no contingency option. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches; other in-house searches carry 6 months. Read the engagement terms before outreach starts.

Are legal headhunters New York a different product from a retained search?

No: the product is one retained search, and counter-offers landed on 28 percent of 24 closed New York in-house files. It is exclusive to one firm and paid by the hiring company. A contingency race is the wrong tool once the seat is occupied and the file has to stay off the careers page. The parent note is legal recruiters.

What does a New York in-house chair pay, against the associate scale?

NALP's May 28, 2025 release put the New York City first-year associate median at $225,000 as of January 1, 2025. Law360 reported on June 2, 2026 that Milbank set a $235,000 first-year base and pay reaching $455,000, effective July 1, 2026. A Series B-C first general counsel is briefed at $240,000 to $340,000 base plus a 20 to 40 percent bonus. Those are different payrolls. The city cash map is lawyer salary in New York, 2026.

Must a confidential New York search publish a salary range?

Not if the search is never advertised: New York City's salary-transparency rule took effect on November 1, 2022. The City Commission on Human Rights factsheet of May 12, 2022 says an employer need not advertise in order to hire. New York Labor Law section 194-b, effective September 17, 2023, requires a good-faith range once a role is publicized, including remote work that reports into New York. Hiring without an advertisement remains lawful.

Can interim counsel cover the chair while the permanent search runs?

Yes, for a leave, a filing or a defined surge: interim counsel starts in a median of 7 days. That book is separate from the 400+ placements (230+ in-house). Of the 24 New York in-house files, 11 were leave, surge or defined-matter coverage. That product is interim legal talent and attorney staffing. The standing chair stays a separate retained mandate.

New York search

If the chair is still empty, brief the buyer before the person.

A general counsel, associate or partner search in New York is a retained mandate. We listen first — to the reporting line, the admission, and whether the sitting counsel has been told. No obligation.
