01 What we do in London

What do in-house counsel recruiters in London do for a company?

We run retained executive search for London companies hiring a general counsel, chief legal officer, chief compliance officer or head of legal, and for London law firms hiring partners and associates.

Sartori & Partners was founded in Italy in 2017 and opened its London hub in 2025, after Milan, Brussels, Dubai, Riyadh, New York, California and Texas. Since 2017 we have completed 230+ in-house placements, 52 of them general counsel or chief legal officer and 36 in compliance and regulatory leadership. Over the last three years we closed 24 in-house searches on our London in-house line. London seats run on the same clock and terms as the rest of the book.

02 What it costs

How much does a general counsel cost in London, and what does the search cost?

A London first general counsel costs £140,000–£220,000 base in 2026; our retained fee is 25–30% of that hire's total first-year compensation.

The band is Sartori & Partners' 2026 compensation band for a London first general counsel. It sits above the law-firm pay a senior candidate is leaving: a Magic Circle newly qualified base was £150,000 (The Lawyer, 29 May 2024), and a US litigation firm's London office pays newly qualified solicitors £189,000 from 1 July 2026 (Legal Business, 5 June 2026). Public-body seats pay on a different scale: Government Legal Department Grade 7 London Level 1 was £61,200 from 1 April 2024 (GLD FOI 25_036). For listed-company pay in the US, see our general counsel pay dataset; for the full cost model, how much a general counsel costs.

When the seat is not yet a full-time job, UK day rates are lower in total cost and faster to start. Days billed on a fractional engagement are credited against a later retained fee for the same seat.

03 How a search runs

What does a London general counsel or CCO search look like?

A London GC or CCO search is a retained, exclusive mandate: shortlist in weeks 3–4, accepted offer around week 11, terms written before the first call.

  1. Week 1

    Mandate blueprint

We write the seat before we name a person: reporting line, regulated exposure (SRA, FCA), the outside-firm panel, and whether the sitting general counsel will be told. Fee, replacement term and off-limits go in the letter before any approach.

  2. Weeks 1–2

    Total-market map

We map London in-house benches first — financial-services group legal, listed groups, PE-backed heads of legal, public bodies — then the law-firm supply that could move in-house. No posting, no job-board scrape.

  3. Weeks 2–4

    Private outreach

Approaches go to sitting counsel who are not looking. The company is not named until both sides confirm interest, and no CV leaves us without the candidate's written consent.

  4. Weeks 3–4

    Shortlist with assessment dossiers

Each dossier tests the London-specific gates: a current SRA practising certificate where the seat is held out as a solicitor or does reserved work, FCA-facing experience for compliance seats, and conflicts with the company's panel.

  5. Weeks 5–9

    Interviews and offer engineering

We set the offer against the London first-GC band (£140,000–£220,000 base) and the law-firm pay a candidate is leaving, and we plan for the counter-offer before it arrives.

  6. Close

    Notice, start and 90-day check-ins

Notice period, start date and the first 90 days are part of the mandate. A placement counts when the general counsel is in the seat, not when the offer is signed.

London adds regulatory gates to the shortlist. An SRA practising certificate is required to carry on reserved legal activities under Legal Services Act 2007 s.12, or when the person is held out as a solicitor. In-house solicitors remain bound by the SRA Principles (Law Society practice note, 8 October 2025). A foreign-qualified lawyer employed to advise the business, with no reserved work, does not need registered-foreign-lawyer status (SRA, 13 February 2025). After CILEX v Mazur [2026] EWCA Civ 369 (31 March 2026), the authorized solicitor remains the person who carries on reserved litigation, which matters when the general counsel also runs disputes.

Our confidentiality protocol is blind both ways until mutual interest is confirmed; we never approach lawyers we placed while they stay in post, and never recruit from a client's legal department for 24 months after a mandate. The full method is on our methodology; the corporate versions are general counsel search, chief compliance officer search and general counsel succession.

04 Who hires

Who hires through legal recruiters in London?

Companies first: a general counsel, CEO, CFO or head of HR hiring a legal or compliance leader. London law firms hiring partners and associates are the second buyer.

TheCityUK citing the Law Society, 9 December 2025

TheCityUK's 2025 report (9 December 2025) states that most in-house solicitors work in the private sector, many of them in financial services. Public bodies hire too: the Government Legal Department records around 2,600 solicitors or barristers, and the Bank of England's legal directorate about 165 colleagues. One London mandate shows the shape: a chief compliance officer for a PE-backed payments company, shortlisted in 21 days.

01

General counsel, CLO and head of legal

First general counsel for a scaling company, successor GC while the incumbent stays in post, chief legal officer for a listed group, head of legal for a PE-backed platform.

02

Chief compliance officer and MLRO

Compliance leadership for FCA-regulated firms: CCO, MLRO, head of financial crime, data protection officer. The candidate has to have sat across a regulator, not only written policy.

03

Nested general counsel desks

Inside a bank or group function: general counsel for litigation and contentious regulatory, consumer, insurance or investments. The title says GC; the reporting line runs to the group general counsel.

04

Partner and associate seats for law firms

Retained partner search for UK-headquartered City firms and US firms' London offices, and associate searches by practice. The buyer here is the firm, and the economics differ from a company seat.

A company hiring its first lawyer starts at first general counsel and the guide to hiring your first general counsel; a regulated firm hiring compliance leadership reads hiring a chief compliance officer. Our standing product for companies is in-house counsel recruiting; the wider company offer is on our work for companies.

Fee, replacement window and off-limits were in the letter before they called anyone. That is the only way I will sign a search firm. The hire accepted on the first offer.

Which UK rules change a London legal or compliance hire in 2026?

Failure to prevent fraud, the Consumer Duty, the digital-markets regime and FCA enforcement put the general counsel and the compliance officer on the hook in 2026.

Failure to prevent fraud under the Economic Crime and Corporate Transparency Act 2023 came into force on 1 September 2025 (SI 2025/349): an organization-level offense the general counsel has to build a program for. The FCA Consumer Duty has applied to open products since 31 July 2023 and to closed products since 31 July 2024. The Digital Markets, Competition and Consumers Act 2024 digital-markets regime commenced on 1 January 2025, and the UK Listing Rules overhaul took effect on 29 July 2024.

The FCA's 2024/25 enforcement data recorded 130 open operations at 31 March 2025 and financial penalties of £186,412,508, which is why a London CCO search asks who has handled an investigation, not only who has written policy. The Employment Rights Act 2025 received Royal Assent on 18 December 2025 and adds a second program to the head of legal's year.

06 London searches by sector

Which in-house counsel searches do we run in London by sector?

Each London sector page covers that seat's buyers, pay and regulatory context; the hub below links all of them.

London against New York is on the London versus New York legal market. The Manchester company and firm mandate is on legal recruiters Manchester; the same search in other cities is on legal recruiters Paris, New York, Boston, Chicago and San Francisco. How a retained engagement runs is on working with a legal recruiter.

London legal executive search — questions companies ask

Who are the best in-house counsel recruiters in London?

There is no official ranking of London legal recruiters; judge a firm on retained terms in writing, a dated track record and an off-limits policy. Sartori & Partners has run a London hub since 2025 and has completed 230+ in-house placements since 2017, 52 of them general counsel or chief legal officer, with a 24-day average to a GC shortlist. Fee, replacement term and off-limits are in our engagement letter before any approach. See how to choose a legal search firm.

How much does legal executive search in London cost?

Our London searches are retained only: the fee is 25–30% of the hire's total first-year compensation, with 30% of that fee paid as a retainer at engagement. If the company cancels the search, the retainer is kept. Replacement guarantee is 12 months on general counsel, CLO and CCO searches and 6 months on other in-house searches. Detail: general counsel search fees and guarantees.

How long does a London general counsel search take?

A general counsel shortlist takes 24 days on average and the accepted offer arrives in a median 11 weeks (range 8–16), across 52 GC/CLO searches since 2017. Chief compliance officer searches run 21 days to shortlist and 10 weeks to offer (n=36). London notice periods then sit on top of the offer date, so plan the start date with the offer. Step by step: the general counsel search process.

What does a first general counsel earn in London?

A London first general counsel is paid £140,000–£220,000 base in 2026, on Sartori & Partners' 2026 compensation bands. For context, a Magic Circle newly qualified solicitor earned a £150,000 base (The Lawyer, 29 May 2024), which is why a company competing for a senior City associate needs that band. US listed-company pay sits on our general counsel pay dataset.

What do interim and fractional general counsel cost in the UK?

A UK fractional general counsel working 2–3 days a week costs £1,800–£3,200 a day; an interim general counsel £1,400–£2,400; an interim chief compliance officer £1,600–£2,800. A first-GC fractional seat for a company under $100m revenue is £1,500–£2,400 a day. Days billed are credited against a later retained fee for the same seat. See fractional general counsel.

Can interim counsel cover the seat while the permanent search runs?

Yes: interim and fractional counsel start in a median 7 days from first call, across 60+ engagements since 2017. A parental leave, a deal surge or a failure-to-prevent-fraud program is often covered faster by an interim general counsel while the permanent search runs in parallel.

Do you also recruit for London law firms?

Yes. London law firms are our second buyer: retained partner search for City firms and US firms' London offices, and associate searches by practice. Firm-side economics are on partner pay at London law firms; start at partner recruiting or associate recruiting.

What credentials does a London in-house solicitor need?

A current SRA practising certificate is needed if the lawyer does reserved legal activities or is held out as a solicitor (SRA guidance; Legal Services Act 2007 s.12). In-house solicitors stay bound by the SRA Principles (Law Society practice note, 8 October 2025). A foreign-qualified lawyer advising only the employer, with no reserved work, does not need registered-foreign-lawyer status (SRA, 13 February 2025).
