Legal Recruiters Paris for the Company Chair the Bar Does Not Count
The Paris chair that stays empty is a company seat — a directeur juridique, general counsel or head of legal — and it is not an inscription on the Paris bar. We run the retained search that fills it.
Legal recruitment Paris fails when the brief is written for the bar.
Paris is not short of avocats. The Ministry of Justice, in its profession statistics counted at 1 January 2024, recorded 32,729 avocats on the Paris bar — 43.2 percent of 75,681 in France. The Barreau de Paris page, updated 12 August 2026, opens with nearly 35,000 avocats out of nearly 70,000 in the country, then says the Paris bar groups more than 32,000 of nearly 70,000 across 164 orders. The Conseil national des barreaux, on 1 January 2026, greeted the year in the name of 78,000 avocats. A buyer who treats those as one headcount is briefing from three clocks.
None of those clocks is the company chair. A juriste d’entreprise is an employee. Article 58 of law n° 71-1130 of 31 December 1971 lets that employee give legal consultations and draft private deeds for the employer, and for the group, only. The person is not on the tableau. Companies that search for legal headhunters Paris usually call after a posting written for an avocat has failed to produce a directeur juridique who can occupy the chair.
Sartori’s Paris interview cohort (250 structured interviews) shows the uncovered seat sitting first on a company payroll: a directeur juridique, a general counsel, a head of legal. Across 94 respondents in that cohort sitting as general counsel, deputy general counsel or head of legal at French and international groups, over a 24-month window, 72 named a bilingual CAPA avocat as the default filter, including for seats whose work product was an English-language file or a classified in-house consultation.
We have worked the Paris in-house market for 8 years, closing 19 searches in the last three years at a 93 percent completion rate. The firm-side associate and partner product is a separate buyer.
The employer is a legal department, not an inscription on the tableau.
The avocat census and the company payroll are different professions. The company that cannot cover a Paris chair is hiring into the second — not into the bar headcount a posting can see.

The Ministry of Justice figure is a census of avocats inscrits at 1 January 2024. It is not a 2026 vacancy count, and it is not a count of juristes. The Barreau page updated 12 August 2026 still carries two rounded stocks on one URL — nearly 35,000 in the lead line, more than 32,000 in the body — against the 78,000 the CNB president stated on 1 January 2026.
The CNB 2026 key figures, compiled by the Observatoire from the CNBF, the UNCA, the CREPA and the Ministry of Justice (DACS), put women at 58.8 percent of the profession and mean age at 44.6 years. Net mean income is EUR 88,536. Net median income is EUR 52,148. Those are national avocat figures, after professional charges. They are not a Paris business-law package, and they are not a CDI salary for a directeur juridique.
Onisep, updated 6 October 2026, puts juristes d’entreprise in France above 15,000, concentrated in companies with more than 500 employees. The AFJE describes the profession as the second legal profession in France by number, recognized in the 1971 statute and still salaried. A CAC 40 or Euronext group legal team, a funds GP, and a PE-backed platform are the company buyers. The Paris bar’s own page, updated 12 August 2026, records more than 100 international firms in the city. Those firms buy associate and partner searches. They do not sign the directeur juridique offer.
Public-markets work is not the hiring signal. The AMF, releasing its 2025 annual report on 28 May 2026, recorded 19 public offers opened in 2025 and 486 visas. EY’s 17th Observatoire des opérations de marché, 3 February 2026, counted 18 public-offer visas against 36 in 2024, offer value EUR 4.4 billion, and two IPOs, both on Euronext Growth and none on the regulated market. Those clocks are not added together.
A collaborateur libéral is paid a rétrocession by the cabinet, not a salary by a company. The Paris bar, on 21 January 2026 and restated 17 April 2026, set the full-time floor at EUR 3,700 a month before tax in the first year and EUR 4,100 from the second, indexed to a monthly social-security ceiling of EUR 4,005 after a 2 percent rise on 1 January 2026. The amounts apply automatically to contracts already in force. The floor does not price the company chair. The cells are on lawyer salary France 2026.
The shortlist we could use was already inside a company. A CAPA filter would have sent us back to collaborateurs who cannot sign the consultation.
A large bar can still fail to produce the person the board will put on the payroll.
Density of avocats is not coverage of the company chair. The authorized act — a pleading, or a consultation to the employer — decides who is eligible.
Sartori maps about 9,000 lawyers in Paris. That coverage figure describes who can be reached in the city. It is not the Ministry’s 32,729, and it is not Onisep’s juriste stock. The research program maps 1,480,000+ lawyer profiles globally, with quarterly surveys since 2019. The Paris read is the city cohort of 250 structured interviews, used once and referred back to.
Of 19 closed Paris in-house searches over three years, 12 were company-shaped seats — juriste, counsel or head of legal at groups, GPs or authorities — and 7 were avocat-to-company conversions. Of those 12, 7 had English as the working language of the file and 5 were French-court, employment or AMF-facing seats that still needed an avocat-shaped product. The 7 English-file company seats closed toward four months. The 5 French-court seats ran toward seven months. That spread is why a single “Paris lawyer” requisition stays open.
Of the same 19 files, 6 required a rewrite after first interviews because the company had specified CAPA and French-court fluency for work that sat in English. That is the number that does not flatter the method: we cannot outrun a brief that has not decided whether the chair pleads or consults. Sartori’s Paris mandate telemetry records counter-offer incidence of 29 percent. Median offer-to-acceptance is 15 working days. Confidential successor work is slow until the board will say the sentence.
Credential gates are specific. Decree n° 91-1197 of 27 November 1991, article 98, 3°, dispenses a juriste d’entreprise from the bar course and the CAPA after at least eight years of practice inside a company legal department. The Court of Cassation, first civil chamber, 28 January 2026, n° 24-20.092, held that the test is legal analysis and design of solutions, and that employment subordination does not by itself defeat the application. JSS, on 6 February 2026, reported that the CNB had tied recent refusals to the diploma condition raised on 1 January 2025. The passerelle moves a juriste onto the bar. It does not turn the company chair into an avocat seat.
What legal recruiters Paris actually run for the company.
Four products, one geography. The telemetry on this page is the Paris in-house line. Firm-side associate and partner work is retained search, quoted as a different product.
Directeur juridique, general counsel, head of legal
Standing company chairs: first directeur juridique, successor while the incumbent remains, general counsel, and head of legal at a PE-backed platform. This is the chair the bar roll does not list.
Nested in-house desks
Inside a group function: employment, competition, funds, AMF-facing securities, vigilance. The title may say counsel. The reporting line is the company, and the work product is often a consultation, not a pleading.
Associate seats for Paris firms
When a Paris firm buys a retained collaborateur search — corporate, private equity, arbitration, tax, employment — we run it as a firm mandate. That book is separate from the 19 in-house files on this page.
Partner seats for Paris firms
Retained partner search for French independent firms and for US or UK offices in Paris. The buyer is the firm. Firm-side economics are not the company payroll this page opens on.
A composite from that telemetry: a French international industrial group needed a head of legal to own the vigilance plan and the consultation legend under law n° 2026-122. The first shortlist was rejected because the brief still described a bilingual avocat. We rewrote it as a company chair whose work product was a written opinion to the legal representative and the board, in French and English. The file closed in five months, inside the 4-to-7-month window, from a Master-in-law juriste already inside a company legal department, not from a collaborateur on the EUR 3,700 floor. Outside counsel stayed in place for criminal and competition files.
A second composite: a Paris funds GP needed counsel on continuation-fund documents and an LBO closing. English was the language of the file. The process closed in four months. A counter-offer arrived, in line with the 29 percent incidence on this desk, and was declined on scope rather than on a signing bonus. The offer-to-acceptance itself sat inside the 15-working-day median.
Associate search is the other book. Over three years that line closed 26 Paris associate searches, with a median 8 working days from offer to acceptance — a different window from the in-house 15. When the gap is a defined program rather than a standing chair, the faster product is interim and fractional counsel. Company buyers who want the standing team start at in-house and general counsel recruiting and our work for companies. The market shape, practice by practice, is on the Paris legal market in 2026.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Paris mandates. We agree scope and terms in writing before any approach is made.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether the work product is a classified in-house consultation or a court appearance, and whether the sitting directeur juridique will be told. A Paris brief that still reads as a collaborateur libéral is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — CAC 40 and Euronext group legal, PE-backed heads of legal, funds GPs — then the firm-side supply that might move in. No posting. No job-board scrape. Sartori maps 9,000 lawyers in Paris.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Paris is a small, talkative market at the senior end; exclusivity is the process, not an optional extra.
- 04
Credential and conflicts screen
We test the actual gate: inscription on a bar tableau if the person must plead, article 58 of the law of 31 December 1971 if the person will advise the employer only, and the eight-year passerelle under article 98 of decree n° 91-1197 if a juriste is moving onto the bar. Conflicts with the company's panel are surfaced before the shortlist.
- 05
Offer engineering
We set cash against the published poles that actually move Paris candidates — the Ordre floor, not an invented general-counsel band — then hold the 15-working-day offer-to-acceptance window on the in-house line. Counter-offers are expected: Paris in-house telemetry records them on 29 percent of files.
- 06
Close and ramp
Notice and the start date are part of the mandate. A placement counts when the directeur juridique is in the chair, not when the term sheet is signed. Typical fill on this line is 4 to 7 months.
The fee is 25–30 percent of the hire’s total first-year compensation; 30 percent of the fee is paid as a retainer at engagement. Sartori’s research program maps 1,480,000+ lawyer profiles globally, with quarterly surveys since 2019. The full method — mandate blueprint, total-market mapping, blind outreach, vetting, offer engineering, close — is on our methodology. A search that starts as “collaborateur-equivalent” will not produce a directeur juridique the CEO will actually appoint.
The company’s 2026 calendar is a statute pile, not a public-M&A boom.
Demand for the Paris in-house chair is being rewritten by dated instruments. Public-offer count is not the hiring signal.
Law n° 2026-122 of 23 February 2026, published in the Journal officiel of 25 February 2026, inserts article 58-1 into the 1971 statute. The Conseil constitutionnel, decision n° 2026-900 DC of 18 February 2026, upheld the confidentiality regime with interpretation reserves. Confidentiality attaches to a written consultation — an opinion founded on a rule of law — by a juriste who holds a master in law, or an equivalent, and who has taken ethics training. The AFJE states that the provisions enter into force by 1 February 2027 at the latest, and that the ethics référentiel is not yet set. The statute does not confer the title avocat, and the consultation is not opposable in criminal or tax procedure.
Directive (EU) 2026/470, the Omnibus I text, was published in the Official Journal on 26 February 2026 and entered into force on 18 March 2026. Economie.gouv.fr records that, after French transposition, CSRD reporting applies to companies with more than 1,000 employees and net turnover above EUR 450 million. Fidal, on 31 August 2026, records the CS3D threshold at more than 5,000 employees and worldwide turnover above EUR 1.5 billion, with transposition by 26 July 2028 and application from 26 July 2029. Deloitte Société d’Avocats, on 4 March 2026, puts the CSRD transposition deadline at 19 March 2027 and notes that France, having already transposed the original CSRD, must unwind that text. The French duty-of-vigilance statute of 27 March 2017 continues on its own thresholds until then. Large-issuer legal and reporting counsel remain a 2026–27 hire.
Arbitration is the disputes bench the city actually staffs. The ICC’s 2025 statistical report records 881 cases filed under the ICC Arbitration Rules and 13 under the Appointing Authority Rules, 894 in total. Paris was the most frequently selected seat: 82 cases, 12.0 percent, ahead of London at 78 cases and 11.5 percent. The ICC’s preliminary release of 12 February 2026 records the same 894 and the 30,000th case under the Arbitration Rules, registered in December 2025.
A vigilance plan, a classified consultation, an ICC filing seated in Paris, and an AMF visa are different credentials. Legal recruitment Paris that starts from the bar census staffs only the avocat.
The rest of the Paris brief lives on pages we already wrote.
This page owns the unfilled company seat and the retained search that covers it. Compensation, the market map and the London contrast sit on their own URLs.

The Paris market page: coverage, practices and how a search actually runs in the city.
Paris coveragePractice-level demand sits on the Paris legal market in 2026. The London company seat, where the empty chair is a solicitor on a roll rather than a juriste off it, is on legal recruiters London. Firm buyers use partner recruiting and associate recruiting. The engagement model is on working with a legal recruiter. A senior lawyer weighing a move uses the in-house candidate page. The service umbrella is legal recruiters.
Paris legal search — questions companies actually ask
What is the retained model among legal recruiters Paris for a confidential directeur juridique hire?
A single retained, exclusive mandate, terms in writing before any approach. Sartori closed 19 Paris in-house searches over three years at a 93 percent completion rate, typically in 4 to 7 months. A confidential successor search is not run as a multi-agency contingency. See how a retained legal search actually runs.
Who hires the Paris company chair that the bar roll does not count?
A company's directeur juridique, general counsel, CEO or head of HR — not a posting, and not the Paris bar. The Ministry of Justice counted 32,729 avocats on the Paris bar at 1 January 2024. Onisep, updated 6 October 2026, puts juristes d'entreprise in France above 15,000, employed mainly by companies with more than 500 staff. Those juristes are not in the 32,729. Paris firms buy associate and partner searches as a second buyer.
How long does a Paris general counsel or directeur juridique search take?
Typically 4 to 7 months from mandate to start, with a median 15 working days from offer to acceptance. We have worked the Paris in-house market for 8 years. Of 19 closed Paris in-house searches over three years, English-language company seats closed toward four months and French-court or AMF-facing seats ran toward seven months. Of those 19, 6 were rewritten after first interviews because the brief had asked for a CAPA on English-file work.
How are you paid for a Paris search?
Companies engage us on a retained basis for Paris mandates. The fee is 25-30 percent of the hire's total first-year compensation, and 30 percent of the fee is paid as a retainer at engagement. There is no contingency option. The hiring company pays the fee. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches. Read working with a legal recruiter and brief a search.
Do you recruit Paris associates and partners as well as in-house counsel?
Yes. The 19 closed files quoted here are the Paris in-house line. Associate search is a separate retained product: 26 closed Paris associate searches over three years, with a median 8 working days from offer to acceptance. Do not blend that window with the in-house 15 days. Firm buyers start at associate recruiting and partner recruiting. Company buyers start at in-house and general counsel recruiting. Compensation cells are on lawyer salary France 2026.
What does a Paris in-house chair actually pay?
We will not invent a private-sector Paris general counsel cash band. The published poles are a Paris bar full-time collaboration floor of EUR 3,700 a month before tax in year one and EUR 4,100 from year two, in force 1 January 2026 (Ordre des avocats de Paris, 21 January 2026), and a national avocat net median of EUR 52,148 in the CNB 2026 key figures. Those are not a CDI juriste salary. The full stack is on lawyer salary France 2026.
What credentials does a Paris company seat require?
It depends on the work product. A juriste d'entreprise advising only the employer relies on article 58 of law n° 71-1130 of 31 December 1971. Law n° 2026-122 of 23 February 2026 attaches confidentiality to a written consultation by a Master-in-law juriste, with a long-stop of 1 February 2027; it does not create avocat-en-entreprise. A juriste moving onto the bar uses the article 98 passerelle: at least eight years of legal-analysis work. The Court of Cassation, 28 January 2026 (n° 24-20.092), held that employment subordination does not by itself block that route.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — parental leave, a deal surge, a vigilance plan — is often faster as interim and fractional counsel than as a 4-to-7-month permanent hire. We can run both in parallel so the work is covered while the directeur juridique search is live. The permanent chair is still the mandate this page is for.
Ministry of Justice, the Paris bar, the ICC, and the 2026 instruments
Public figures carry the year and the publisher in the sentence that uses them. Sartori figures are named in the same sentence as the instrument.

Paris in-house search
If the chair is still empty, brief it as a company seat.
A directeur juridique, general counsel or head of legal search in Paris is a retained mandate. We listen first — to the reporting line, the consultation or the pleading, and whether the sitting counsel has been told. No obligation.
